TYLER: Mr. Chairman,just very briefly, before you speak. <br /> Just a quick one. I wanted to say that I'm going to be voting with <br /> "reservations" for the reasons given. But I don't want anyone, here, <br /> to think that my vote is a "negative"—any way, to be taken in a <br /> "negative" way. I appreciate the work that has been done—and my <br /> vote will be a positive vote in favor of this, but I will be voting with <br /> "reservations" because of the reasons I've mentioned, Mr. Mayor. <br /> And I think from---if I were putting myself in your shoes and <br /> Mr. Soon's shoes, I think it would—given the circumstances— <br /> longstanding practice, etcetera, or lack thereof--it would be very <br /> difficult to improve upon this at this point because of some things <br /> that we just don't know. <br /> So, I don't want you, Mr. Mayor, or you, Mr. Soon, or anyone else <br /> • from the Department—I see Mr. Henderson back there, my former <br /> neighbor—many, many years ago in Kailua—to think that this—my <br /> vote of"kanalua" is going to be a negative statement.
