The second proposed wall sign,proposed to be at the third floor wall elevation at the mauka- <br /> south corner of the building wall facing Kuakini Highway, should maintain the maximum <br /> dimensions proposed in the variance application, and instead of simply relocating the <br /> xisting unpermitted sign from the north(Sarona)facing wall,should be re-designed to <br /> comprise raised,non-reflective letters aside the rectangular green and white"H"logo. <br /> Indirect lighting is preferred,but in any case the intensity of emitted light from this sign <br /> should be limited by an approved sign permit to only the amount of lumens necessary to be <br /> visible at a one-block distance(from the opposite side of Kuakini Highway),to respect both <br /> the existing and potential residential character of this mixed-use neighborhood. <br /> 3. The location,size,shape and materials of the proposed ground signs should be revised as <br /> follows: <br /> a. No signage should be placed on the sides of the electrical equipment enclosure,due to <br /> (1)limited visibility and distance from the principal(mauka)entrance,and (2)drawing <br /> undesirable attention to this utility feature. <br /> b. Instead,two separate ground signs of reduced size are recommended, each having a <br /> single face and to be placed at or very close to the respective mauka and makai driveway ( } <br /> entrances, orienting either toward the street(Sarona Road),or only mauka or only makai <br /> as appropriate to the principal direction of approach to each driveway. <br /> c. The two ground signs should be redesigned to comprise only the green and white"H" <br /> logo,thus serving primarily as directional signs at driveway entrances, with the size of <br /> the logo limited to the same size as that recommended for the main entrance wall sign in <br /> Recommendation no. 1 above(16"x 16"). The two ground signs may be internally <br /> illuminated,due to their positioning close to ground level,but with a limitation on <br /> allowable illumination intensity to a one-block distance. <br /> With respect to illumination of all the proposed signs,the Commission wishes to expresses its <br /> deep concern about variances allowing inappropriately bright commercial lighting within and <br /> emanating from the Kailua Village core area,particularly as it can create an undesirable effect on <br /> the preferredfuture mix of residential and business uses of this area,as envisioned in the Master <br /> Plan for Kailua-Kona. <br /> Accordingly, when a variance is to be granted from the Sign Code, the Commission requests that <br /> the special limitations on sign illumination recommended above be included as conditions of any <br /> variance approval(and the following sign permit approvals)in the Kailua Village core area. The <br /> Commission notes that the shielding requirements for Outdoor Lighting set forth in Chapter 14, <br /> Article 9 of the Hawaii County Code(preventing upward light emission),not part of this <br /> variance application,are very important,but alone are insufficient to protect the desired <br /> character of the Kailua Village Special District, <br /> Hawaii County is an Equal Opportunity Provider and EmpJover <br />
