- tv os M'' <br /> • ,r n �II�/� r <br /> COUNTY OF HAWAII •� �''���'�/_# STATE OF HAWAII <br /> r•+r�rE•O M��'�. <br /> RESOLUTION NO. 279 19 <br /> A RESOLUTION TRANSFERRING/APPROPRIATING AN APPROPRIATION OUT <br /> AND FROM A DESIGNATED FUND ACCOUNT AND CREDITING SAME TO A <br /> DESIGNATED FUND ACCOUNT TO PROVIDE A GRANT TO PATH PEOPLES <br /> ADVOCACY FOR TRAILS HAWAII TO ASSIST THE VISION ZERO TASK FORCE <br /> WITH HIRING A CONSULTANT FIRM TO GATHER AND ANALYZE DATA ON <br /> VEHICLE CRASHES IN HAWAII COUNTY. <br /> WHEREAS, on February 1, 2019, Mayor Harry Kim signed a proclamation announcing <br /> the formation of the Vision Zero Task Force, which is charged with developing a data-driven <br /> plan to prevent traffic deaths on Hawai`i Island; and <br /> WHEREAS, the Hawai`i County Council adopted Resolution No. 38-19 on February 20, <br /> 2019, supporting the goals, strategies, and policies of Vision Zero; and <br /> WHEREAS, PATH Peoples Advocacy for Trails Hawai`i (PATH) is a 501(c)(3) <br /> nonprofit organization that works with the County, local leaders, and community to safely <br /> connect people and places on Hawai`i Island with pathways, bikeways, and sidewalks; and <br /> WHEREAS, PATH is a facilitator and integral member of the Vision Zero Task Force <br /> and is requesting financial assistance to hire a consultant firm to gather and analyze data on <br /> vehicle crashes to identify the most dangerous intersections in Hawai`i County; and <br /> WHEREAS, the Planning Department is also an active participant of the Vision Zero <br /> Task Force and supports the hiring of a consultant firm to assist the task force with achieving its <br /> goals and objectives; and <br /> WHEREAS, pursuant to Section 2-139(a)(2)(A) of the Hawai`i County Code, <br /> Contingency Relief funds shall be transferred to an accepting County department/agency via <br /> resolution identifying the nonprofit organization and the specific program, project, event, <br /> activity, service, equipment, materials, or supplies for which the grant shall be used; now, <br /> therefore, <br /> BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that <br /> Contingency Relief funds from Council District 7 will be appropriated to the Planning <br /> Department to provide a grant to PATH to assist the Vision Zero Task Force with hiring a <br /> consultant firm to gather and analyze data on vehicle crashes in Hawai`i County. <br /> BE IT FURTHER RESOLVED that the Council of the County of Hawai`i hereby <br /> transfers/appropriates the following amount as set forth below: <br />
