J�tV Os .�.•ire • ........'ivie,', • COUNTY OF HAWAII i� =•- STATE OF HAWAII RESOLUTION NO. 283 19 A RESOLUTION TRANSFERRING/APPROPRIATING AN APPROPRIATION OUT AND FROM A DESIGNATED FUND ACCOUNT AND CREDITING SAME TO A DESIGNATED FUND ACCOUNT TO PROVIDE A GRANT TO BASIC IMAGE, INC., FOR ITS IMPROVEMENT PROJECTS AT HONOLI`I BEACH PARK AND HAKALAU BAY AND ITS 16TH ANNUAL HONOLI`I PA-KA ALOHA HONUA SURFING CLASSIC. WHEREAS, Basic Image, Inc., is a 501(c)(3) nonprofit organization that mentors youth by example and works together with them to build positive relationships within the community; and WHEREAS, Basic Image, Inc., partners with schools and other groups to maintain living classrooms at two of its adopted parks, Honoli`i Beach Park and Hakalau Bay, where they participate in park maintenance and improvement projects; and WHEREAS, the annual Honoli`i Paka Aloha Honua Surfing Classic is a free event that is part of a continuing public awareness and educational campaign designed to inform communities of the key role they play in protecting and preserving Hawai`i's parks and coastal regions; and WHEREAS, this annual observance is a day to celebrate the past year's accomplishments and to recognize and thank volunteers and the community who are working together to restore Honoli`i Beach Park and Hakalau Bay; and WHEREAS, with the help of the Department of Parks and Recreation, Basic Image, Inc., is coordinating the 16th Annual Honoli`i Paka Aloha Honua Surfing Classic to be held on September 21, 2019, which celebrates and embraces the value of aloha honua and malama `aina; and WHEREAS, Basic Image, Inc., is requesting financial assistance to continue its improvement projects at Honoli`i Beach Park and Hakalau Bay and for its 16th Annual Honoli`i Paka Aloha Honua Surfing Classic, which would cover expenses for refreshments, t-shirts, public address sound system, entertainment, rentals, advertising, and miscellaneous materials and supplies; and WHEREAS, pursuant to Section 2-139(a)(2)(A) of the Hawai`i County Code, Contingency Relief funds shall be transferred to an accepting County department/agency via resolution identifying the nonprofit organization and the specific program, project, event, activity, service, equipment, materials, or supplies for which the grant shall be used; now, therefore, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that Contingency Relief funds from Council District 1 will be appropriated to the Department of Parks and Recreation to provide a grant to Basic Image, Inc., for its improvement projects at Honoli`i Beach Park and Hakalau Bay and its 16th Annual Honoli`i Paka Aloha Honua Surfing Classic.
