King Kalakaua and the <br /> U.S. President did not sign, and going all the way back to 1820, President Monroe without <br /> constitutional authority appointed John C. Jones as an agent for the U.S. and sent over the <br /> missionary families, the U.S. Navy. And, they were under the colonial schemes.
