Jt;;os <br /> COUNTY OF HAWAII it- STATE OF HAWAII <br /> 1�tE•OF•.+... <br /> RESOLUTION NO. 293 19 <br /> A RESOLUTION TRANSFERRING/APPROPRIATING AN APPROPRIATION OUT <br /> AND FROM A DESIGNATED FUND ACCOUNT AND CREDITING SAME TO A <br /> DESIGNATED FUND ACCOUNT TO PROVIDE A GRANT TO THE BIG ISLAND <br /> RESOURCE CONSERVATION AND DEVELOPMENT COUNCIL TO REIMBURSE <br /> EXPENSES RELATING TO THE 44th ANNUAL WAIMEA PANIOLO PARADE AND <br /> HO`OLAULE`A. <br /> WHEREAS, the annual Waimea Paniolo Parade and Ho`olaule`a, a celebration of paniolo <br /> culture, tradition, and pride, is attended by thousands of residents and visitors that help to increase <br /> economic tourism for Hawai`i Island by promoting Waimea town as a tourist destination; and <br /> WHEREAS, the 44th Annual Waimea Paniolo Parade and Ho`olaule`a will be held on <br /> September 21, 2019, and is part of the Hawai`i Island Festival—30 Days of Aloha, formerly <br /> known as the Aloha Festivals; and <br /> WHEREAS, the Big Island Resource Conservation and Development Council <br /> (BIRCDC) is a 501(c)(3) nonprofit organization that supports the economic, cultural, and natural <br /> environment of Hawai`i Island through sponsorship of festivals, programs, and special events <br /> unique to this island; and <br /> WHEREAS, working in partnership with numerous organizations, businesses, and <br /> community groups, BIRCDC has helped to coordinate the 44th Annual Waimea Paniolo Parade <br /> and Ho`olaule`a and is requesting funds as a reimbursement for sound equipment rental fees, <br /> transportation, and other miscellaneous expenses related to the event; and <br /> WHEREAS, the Department of Parks and Recreation supports this type of community <br /> event as it falls within its mission to promote, perpetuate, and encourage activities and programs <br /> in culture, art, history, and humanities; and <br /> WHEREAS, pursuant to Section 2-139(a)(2)(A) of the Hawai`i County Code, <br /> Contingency Relief funds shall be transferred to an accepting County department/agency via <br /> resolution identifying the nonprofit organization and the specific program, project, event, <br /> activity, service, equipment, materials, or supplies for which the grant shall be used; now, <br /> therefore, <br /> BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that <br /> Contingency Relief funds from Council District 9 will be appropriated to the Department of <br /> Parks and Recreation to provide a grant to the Big Island Resource Conservation and <br /> Development Council to reimburse expenses related to the 44th Annual Waimea Paniolo Parade <br /> and Ho`olaule`a. <br />
