RESOLUTION NO. 293 19 A RESOLUTION TRANSFERRING/APPROPRIATING AN APPROPRIATION OUT AND FROM A DESIGNATED FUND ACCOUNT AND CREDITING SAME TO A DESIGNATED FUND ACCOUNT TO PROVIDE A GRANT TO THE BIG ISLAND RESOURCE CONSERVATION AND DEVELOPMENT COUNCIL TO REIMBURSE EXPENSES RELATING TO THE 44th ANNUAL WAIMEA PANIOLO PARADE AND HO`OLAULE`A. WHEREAS, the annual Waimea Paniolo Parade and Ho`olaule`a, a celebration of paniolo culture, tradition, and pride, is attended by thousands of residents and visitors that help to increase economic tourism for Hawai`i Island by promoting Waimea town as a tourist destination; and WHEREAS, the 44th Annual Waimea Paniolo Parade and Ho`olaule`a will be held on September 21, 2019, and is part of the Hawai`i Island Festival—30 Days of Aloha, formerly known as the Aloha Festivals; and WHEREAS, the Big Island Resource Conservation and Development Council (BIRCDC) is a 501(c)(3) nonprofit organization that supports the economic, cultural, and natural environment of Hawai`i Island through sponsorship of festivals, programs, and special events unique to this island; and WHEREAS, working in partnership with numerous organizations, businesses, and community groups, BIRCDC has helped to coordinate the 44th Annual Waimea Paniolo Parade and Ho`olaule`a and is requesting funds as a reimbursement for sound equipment rental fees, transportation, and other miscellaneous expenses related to the event; and WHEREAS, the Department of Parks and Recreation supports this type of community event as it falls within its mission to promote, perpetuate, and encourage activities and programs in culture, art, history, and humanities; and WHEREAS, pursuant to Section 2-139(a)(2)(A) of the Hawai`i County Code, Contingency Relief funds shall be transferred to an accepting County department/agency via resolution identifying the nonprofit organization and the specific program, project, event, activity, service, equipment, materials, or supplies for which the grant shall be used; now, therefore, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that Contingency Relief funds from Council District 9 will be appropriated to the Department of Parks and Recreation to provide a grant to the Big Island Resource Conservation and Development Council to reimburse expenses related to the 44th Annual Waimea Paniolo Parade and Ho`olaule`a.
