....... <br /> COUNTY OF HAWAII • P'k'=-Nr=#- STATE OF HAWAII <br /> RESOLUTION NO. 310 19 <br /> A RESOLUTION TRANSFERRING/APPROPRIATING AN APPROPRIATION OUT <br /> AND FROM A DESIGNATED FUND ACCOUNT AND CREDITING SAME TO A <br /> DESIGNATED FUND ACCOUNT TO PROVIDE A GRANT TO HAWAII COUNTY <br /> ECONOMIC OPPORTUNITY COUNCIL FOR THE PURCHASE OF CITRIC ACID TO <br /> CONTROL THE COQUI FROG INFESTATION IN COUNCIL DISTRICT 9. <br /> WHEREAS, residents and visitors in Council District 9, specifically Waimea and North <br /> Kohala, are being challenged by the nuisance and noise of coqui frogs, which are negatively <br /> affecting their quality of life and our island's economy and ecosystem; and <br /> WHEREAS, the Hawai`i County Economic Opportunity Council (HCEOC) is a <br /> 501(c)(3) nonprofit organization that works to improve Hawai`i Island's communities through <br /> various programs, including providing citric acid to the public at a reasonable cost for the <br /> purpose of controlling the coqui frog infestation island wide; and <br /> WHEREAS, HCEOC is requesting funds to purchase citric acid to assist the public with <br /> controlling the coqui frog infestation in Council District 9; and <br /> WHEREAS, one of the objectives of the Department of Research and Development is to <br /> support research or extension projects on invasive species, such as the coqui frog in order to <br /> preserve and maintain the agricultural character of Hawai`i Island; and <br /> WHEREAS, pursuant to Section 2-139(a)(2)(A) of the Hawai`i County Code, <br /> Contingency Relief funds shall be transferred to an accepting County department/agency via <br /> resolution identifying the nonprofit organization and the specific program, project, event, <br /> activity, service, equipment, materials, or supplies for which the grant shall be used; now, <br /> therefore, <br /> BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that <br /> Contingency Relief funds from Council District 9 will be appropriated to the Department of <br /> Research and Development to provide a grant to HCEOC for the purchase of citric acid to <br /> control the coqui frog infestation in Council District 9. <br /> BE IT FURTHER RESOLVED that the Council of the County of Hawai`i hereby <br /> transfers/appropriates the following amount as set forth below: <br />
