COUNTY OF HAWAII • P'k'=-Nr=#- STATE OF HAWAII RESOLUTION NO. 310 19 A RESOLUTION TRANSFERRING/APPROPRIATING AN APPROPRIATION OUT AND FROM A DESIGNATED FUND ACCOUNT AND CREDITING SAME TO A DESIGNATED FUND ACCOUNT TO PROVIDE A GRANT TO HAWAII COUNTY ECONOMIC OPPORTUNITY COUNCIL FOR THE PURCHASE OF CITRIC ACID TO CONTROL THE COQUI FROG INFESTATION IN COUNCIL DISTRICT 9. WHEREAS, residents and visitors in Council District 9, specifically Waimea and North Kohala, are being challenged by the nuisance and noise of coqui frogs, which are negatively affecting their quality of life and our island's economy and ecosystem; and WHEREAS, the Hawai`i County Economic Opportunity Council (HCEOC) is a 501(c)(3) nonprofit organization that works to improve Hawai`i Island's communities through various programs, including providing citric acid to the public at a reasonable cost for the purpose of controlling the coqui frog infestation island wide; and WHEREAS, HCEOC is requesting funds to purchase citric acid to assist the public with controlling the coqui frog infestation in Council District 9; and WHEREAS, one of the objectives of the Department of Research and Development is to support research or extension projects on invasive species, such as the coqui frog in order to preserve and maintain the agricultural character of Hawai`i Island; and WHEREAS, pursuant to Section 2-139(a)(2)(A) of the Hawai`i County Code, Contingency Relief funds shall be transferred to an accepting County department/agency via resolution identifying the nonprofit organization and the specific program, project, event, activity, service, equipment, materials, or supplies for which the grant shall be used; now, therefore, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that Contingency Relief funds from Council District 9 will be appropriated to the Department of Research and Development to provide a grant to HCEOC for the purchase of citric acid to control the coqui frog infestation in Council District 9. BE IT FURTHER RESOLVED that the Council of the County of Hawai`i hereby transfers/appropriates the following amount as set forth below:
