�tY Os......... <br /> 'gyp <br /> � <br /> COUNTY OF HAWAII ; �•!''.;‘,\A STATE OF HAWAII• <br /> RESOLUTION NO. 311. 19 <br /> A RESOLUTION TRANSFERRING/APPROPRIATING AN APPROPRIATION OUT <br /> AND FROM A DESIGNATED FUND ACCOUNT AND CREDITING SAME TO A <br /> DESIGNATED FUND ACCOUNT TO PROVIDE A GRANT TO HAWAII COUNTY <br /> ECONOMIC OPPORTUNITY COUNCIL FOR THE BUNKA NO HI FESTIVAL. <br /> WHEREAS, Hawai`i County Economic Opportunity Council (HCEOC) is a 501(c)(3) <br /> nonprofit organization and an economic development agency that is dedicated to serving the <br /> needs of the greater community; and <br /> WHEREAS, HCEOC is working in partnership with the Japanese Community <br /> Association of Hawai`i to coordinate Bunka no Hi, an annual festival celebrating Japanese <br /> culture in Hawai`i that will be held on November 16, 2019; and <br /> WHEREAS, the Bunka no Hi festival is open to the general public and will include <br /> activities such as calligraphy, Shichi-go-san (children dressed in kimonos for photos), Chigiri-e <br /> (torn paper art) demonstrations, a tea ceremony, origami, Ikebana(flower arranging), and mochi <br /> pounding; and <br /> WHEREAS, HCEOC is requesting funds to cover expenses for activity supplies, venue <br /> rental, and other incidentals related to the Bunka no Hi festival; and <br /> WHEREAS, the Department of Liquor Control supports organizations and programs that <br /> provide drug-free and alcohol-free events for the community; and <br /> WHEREAS, pursuant to Section 2-139(a)(2)(A) of the Hawai`i County Code, <br /> Contingency Relief funds shall be transferred to an accepting County department/agency via <br /> resolution identifying the nonprofit organization and the specific program, project, event, <br /> activity, service, equipment, materials, or supplies for which the grant shall be used; now, <br /> therefore, <br /> BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that <br /> Contingency Relief funds from Council District 5 will be appropriated to the Department of <br /> Liquor Control to provide a grant to Hawai`i County Economic Opportunity Council for the <br /> Bunka no Hi festival. <br /> BE IT FURTHER RESOLVED that the Council of the County of Hawaii hereby <br /> transfers/appropriates the following amount as set forth below: <br />
