3 <br /> PC-30 Page 2 September 17,2019 I <br /> i <br /> 2. house cleaning amendment to add the requirement of a Use Permit for major outdoor <br /> amusement and recreational facilities in the Neighborhood Commercial (CN) zoning district to <br /> i <br /> be consistent with Use Permit section in the Zoning Code. <br /> i <br /> 3. Add amusement and recreational facility, indoor as permitted use in the Neighborhood <br /> Commercial (CN), Limited Industrial (ML) and General Industrial (MG) zoning districts. <br /> Appearing before Your Committee from the Planning Department was Planning Program Manager <br /> Jeff Darrow, on behalf of the Planning Director. Mr. Darrow briefly explained the purpose of the <br /> requests, all of which related to amusement and recreational uses and facilities. For the first amendment, <br /> he noted that after a review of the permitting history, following the amendment of the Zoning Code in <br /> 1996, there had been no permits or requests ever made for major outdoor amusement and recreational <br /> facilities in the RS, RD, and RM zoning districts. He explained that given this, the Planning Department <br /> wanted to eliminate this option altogether. The second amendment request was merely a housecleaning <br /> matter to create consistency within the Zoning Code's Use Permit section. The final amendment request <br /> was to create more options for indoor amusement and recreational facilities in the remaining commercial <br /> and industrial zoning districts where they are not permitted, and to make it an allowable use instead of <br /> requiring a permit. Over the years there were many permit requests for such uses, particularly in the <br /> 3 <br /> health and wellness industries. He explained that at this time many such facilities are nonetheless <br /> currently operational, while others have been hindered in their attempt to find suitable locations within <br /> the few zoning districts that permit such use. <br /> Council Member Karen Eoff noted that she appreciated the presentation in conjunction with the packet <br /> of information that Council Members receive for review. <br /> Committee Chair Ashley Kierkiewiez stated that she knew the Bill before the committee had been in the I <br /> malting for the last five to ten years as a result in the uptick in use permits for recreational use indoors. <br /> She stated that she was interested in the Planning Department's code audit process, explaining that she <br /> knew some of the codes in existence had not been reviewed since her own birth. <br /> The vote was taken on the motion to move this measure to Council with a positive recommendation and <br /> passed with eight"ayes." <br /> 3 <br /> Your Committee on Planning is in accord with the purpose and intent of Bill No. 94, and recommends <br /> its passage on first reading. <br /> ck <br /> AYES NOES ABS EX Respectfully submitted, <br /> CHUNG X <br /> DAVID x COMMITTEE ON PLANNING <br /> EOFF X <br /> KIERKIEWICZ X <br /> KANEALI`I-KLEINFELDER X <br /> LEE LOY X <br /> POINDEXTER X ASHLEY L.
