REPORT OF THE
COMMITTEE ON FINANCE
DATE: October 1, 2019 Re: Comm. No. 496/Res.No. 324-19
PLACE: Council Chambers
Kailua-Kona, Hawaii
TIME: 4:55 p.m.
Council Chair and Members
Hawaii County Council
Hilo, Hawaii 96720
Your Committee on Finance, to which was referred Resolution No. 324-19, reports as follows:
Resolution No. 324-19 transmitted by Finance Director Deanna Sako, via Communication No. 496 dated
September 13, 2019, authorizes the payment of funds of a later fiscal year and of more than one fiscal year
for a multi-year lease of a seven-ton roller for the Department of Public Works.
This resolution authorizes the Mayor to enter into a five-year lease agreement with an approximate monthly
cost of$2,200. The County would own the'equipment at the end of the lease.
Department of Public Works (DPW)Director David Yamamoto explained the various equipment being
requested will replace those that are several years old. Mr. Yamamoto's understanding is that in 2018, there
were no replacements requested, and DPW is now trying to replace equipment that are beyond the useful life
of the machine or those that are difficult to find parts in order to repair them. The new equipment will
support the ongoing operations for the Highway Maintenance Division and their efforts to clean and keep our
roadways clear.
Council Member Susan Lee Loy asked what projects are being lined up since Council Members would like
to see their roadways and/or drainage ways taken care of within each of their districts. Mr. Yamamoto stated
the Highways Division is putting together a list and the approximate cost for each of the projects within the
different districts. He also stated DPW is in the process of reappropriating past due fuel taxes to provide the
resources to do additional paving as well as operations to clear our drainage ways.
Mr. Yamamoto commented that at the end of the five-year lease, DPW will own the equipment and will
operate them until it becomes too costly to fix and maintain them.
Your Committee on Finance is in accord with the purpose and intent of Resolution No. 324-19, and
recommends its adoption.
dorm
AYES NOES ABS EX Respectfully submitted,
CHUNG X
DAVID X COMMITTEE ON FINANCE
EOFF X
KANEALI'l-KLEINFELDER X
KIERKIEWICZ X
LEE LOY X
POINDEXTER X MAILS MEDEIROS DAVID, CHAIR
RICHARDS X FC REPORT NO.: 56
F%
VILLEGAS X ADOPTED: CT 1 2019
