REPORT OF THE <br /> COMMITTEE ON FINANCE <br /> DATE: October 1, 2019 Re: Comm. No. 475/Bill No. 100 <br /> PLACE: Council Chambers <br /> Kailua-Kona, Hawaii <br /> TIME: 4:55 p.m. <br /> Council Chair and Members <br /> Hawaii County Council <br /> Hilo, Hawaii 96720 <br /> Your Committee on Finance, to which was referred Bill No. 100, reports as follows: <br /> Bill No. 100, transmitted by Council Member Matt Kaneali`i-Kleinfelder, via Communication No. 475 <br /> dated September 5, 2019, amends Chapter 2, Article 4, of the Hawaii County Code 1983 (2016 Edition, <br /> as amended),by adding a new section relating to an annual revenue report. <br /> The new section requires the Finance Director to submit to the Council detailed information on every <br /> fee, rate, or charge established by administrative rule, ordinance, or a County board or commission on or <br /> before January 31 of each year. <br /> Council Member Matt Kaneali`i-Kleinfelder explained the purpose of adding this section is to give any <br /> member coming into office or existing members of office the ability to see revenues being collected by <br /> every county agency or department in the form of fees, rates, or charges. Mr. Kaneali`i-Kleinfelder <br /> commented that there are so many different departments that it is hard to have a clear picture of what is <br /> going on. He stated this yearly report will create transparency. <br /> Finance Director Deana Sako commented that after speaking with Council Member Kaneali`i- <br /> Kleinfelder, she found there are other counties doing yearly reports as well.
