pt, <br /> COUNTY OF HAWAII STATE OF HAWAII <br /> RESOLUTION NO. 360 19 <br /> A RESOLUTION TRANSFERRING/APPROPRIATING AN APPROPRIATION OUT AND <br /> FROM A DESIGNATED FUND ACCOUNT AND CREDITING SAME TO A DESIGNATED <br /> FUND ACCOUNT TO PROVIDE A GRANT TO BIG ISLAND RESOURCE <br /> CONSERVATION AND DEVELOPMENT COUNCIL FOR THE SAKADA DAY <br /> CELEBRATION 2019. <br /> WHEREAS,the Honorable Governor David Ige signed into law HB604, which dedicated <br /> December 20th as Sakada Day, an honor that has been long awaited for by the Filipino community; <br /> and <br /> WHEREAS,the Big Island Resource Conservation and Development Council (BIRCDC) is <br /> a 501(c)(3) nonprofit organization that supports the economic, cultural, and natural environment of <br /> Hawai`i Island through sponsorship of festivals, programs, and special events unique to this island; <br /> and <br /> WHEREAS, BIRCDC is collaborating with the Hawai`i Island Sakada Day 2019 committee, <br /> which consists of individuals and various Filipino community groups to organize the Sakada Day <br /> Celebration 2019; and <br /> WHEREAS,the Sakada Day Celebration 2019, is free and open to the public and will take <br /> place on December 21, 2019, at the Pahoa Neighborhood Facility to honor, showcase, and <br /> commemorate the legacy of 125,000 sugar and pineapple plantation workers (Sakadas) recruited <br /> between 1906-1946 by the Hawai`i Sugar Planters Association, acknowledging the Sakada's <br /> contribution to Hawai`i's economy, society, and culture; and <br /> WHEREAS, this event will feature a recognition ceremony of still living Sakadas, display <br /> exhibits of Filipino artifacts and apparel, arts and crafts, food booths, and entertainment; and <br /> WHEREAS, one of the goals of the Department of Research and Development is to support <br /> the sustainability of our Hawai`i Island's communities through community-based collaboration and <br /> capacity building services; and <br /> WHEREAS, BIRCDC is requesting funds for food and supplies associated with the Sakada <br /> Day Celebration 2019; and <br /> WHEREAS, pursuant to Section 2-139(a)(2)(A) of the Hawai`i County Code, Contingency <br /> Relief funds shall be transferred to an accepting County department/agency via resolution identifying <br /> the nonprofit organization and the specific program,project, event, activity, service, equipment, <br /> materials, or supplies for which the grant shall be used; now, therefore, <br /> BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that <br /> Contingency Relief funds from Council District 1 will be appropriated to the Department of Research <br /> and Development to provide a grant to BIRCDC to assist with the Sakada Day Celebration 2019. <br />
