os y, <br /> COUNTY OF HAWAII <br /> STATE OF HAWAII• <br /> - <br /> RESOLUTION NO. 376 19 <br /> A RESOLUTION TRANSFERRING/APPROPRIATING AN APPROPRIATION OUT <br /> AND FROM A DESIGNATED FUND ACCOUNT AND CREDITING SAME TO A <br /> DESIGNATED FUND ACCOUNT TO PROVIDE A GRANT TO HUA 0 LAHUI TO <br /> ASSIST WITH EXPENSES RELATED TO THE QUEEN KAPI`OLANI CANOE <br /> PROJECT. <br /> WHEREAS, Hua 0 Lahui is a 501(c)(3) nonprofit organization that perpetuates the <br /> cultural legacy of Hawai`i; and <br /> WHEREAS, in 1887, Queen Kapi`olani sent an 18-foot canoe to the Smithsonian <br /> Institution, where it resides as the oldest documented Hawaiian canoe in existence; and <br /> WHEREAS, the methods used to carve the Queen's canoe out of a single log are a part <br /> of the cultural legacy of Hawai`i and must be transmitted through practical experience to new <br /> generations; and <br /> WHEREAS, Hua 0 Lahui proposes to support the carving of a replica of the Queen's <br /> canoe, under the tutelage of master carver Ray Bumatay, during demonstrations in Hilo at the <br /> 57th Annual Merrie Monarch Festival in April 2020 and in Honolulu at the 13th quadrennial <br /> Festival of Pacific Arts and Culture in June 2020; and <br /> WHEREAS, during these festivals, thousands of visitors and participants will witness <br /> the process of transforming a tree trunk into a canoe, which, upon completion, will be donated to <br /> a suitable organization for permanent display; and <br /> WHEREAS, Hua 0 Lahui requests funding to assist with the cost of insurance, marketing, <br /> printing two banners, and renting tents and tables for the Queen Kapi`olani Canoe Project; and <br /> WHEREAS, the Department of Research and Development supports festivals, events, <br /> and projects that build community, conserve natural resources, strengthen cultural identity and <br /> practices, and promote economic development; and <br /> WHEREAS, pursuant to Section 2-139(a)(2)(A) of the Hawaii County Code, <br /> Contingency Relief funds shall be transferred to an accepting County department/agency via <br /> resolution identifying the nonprofit organization and the specific program, project, event, activity, <br /> service, equipment, materials, or supplies for which the grant shall be used; now, therefore, <br /> BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that <br /> Contingency Relief funds from Council District 3 will be appropriated to the Department of <br /> Research and Development to provide a grant to Hua 0 Lahui to assist with expenses relating to <br /> the Queen Kapi`olani Canoe Project. <br />
