MtY cf H, .. •(P..�� \'.',ice.. .• n ij/y'� i COUNTY OF HAWAII + -..;-,\/_*- STATE OF HAWAII .•__ _ .,rte „„.„9• RESOLUTION NO. 390 19 A RESOLUTION TRANSFERRING/APPROPRIATING AN APPROPRIATION OUT AND FROM A DESIGNATED FUND ACCOUNT AND CREDITING SAME TO A DESIGNATED FUND ACCOUNT TO PROVIDE A GRANT TO WAIAKEA HIGH SCHOOL PARENT TEACHER STUDENT ASSOCIATION FOR THE 2020 WAIAKEA HIGH SCHOOL PROJECT GRAD NIGHT. WHEREAS, Waiakea High School Parent Teacher Student Association(PTSA) is a subordinate unit of PTA Hawai`i Congress, a 501(c)(3) nonprofit organization, and Waiakea High School PTSA assists Waiakea High School and its students with programs and activities, including Project Grad Night; and WHEREAS, the Waiakea High School Project Grad Night provides a safe, secure, and supervised celebration alternative to the traditional graduation parties that involve underage drinking, illegal substance use, and unsupervised late-night partying that normally results in drinking and driving, all of which pose a hazard to the community; and WHEREAS, this alcohol- and drug-free event provides the parents and families of the graduates with the peace of mind that their child is in a safe and wholesome environment after graduation; and WHEREAS, Waiakea High School PTSA is requesting funds to defray the cost of activities and food; and WHEREAS, the Department of Liquor Control supports youth programs that promote alcohol- and drug-free events, including Project Grad Night activities; and WHEREAS, pursuant to Section 2-139(a)(2)(A) of the Hawaii County Code, Contingency Relief funds shall be transferred to an accepting County department/agency via resolution identifying the nonprofit organization and the specific program, project, event, activity, service, equipment, materials, or supplies for which the grant shall be used; now, therefore, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that Contingency Relief funds from Council District 3 will be appropriated to the Department of Liquor Control to provide a grant to Waiakea High School Parent Teacher Student Association for the 2020 Waiakea High School Project Grad Night. BE IT FURTHER RESOLVED that the Council of the County of Hawai`i hereby transfers/appropriates the following amount as set forth below:
