011 os ;' <br /> N . <br /> COUNTY OF HAWAII ••� =�'' *- <br /> � �=-•�/= STATE OF HAWAII <br /> ---------------- <br /> RESOLUTION <br /> RESOLUTION NO. 399 19 <br /> A RESOLUTION TRANSFERRING/APPROPRIATING AN APPROPRIATION OUT <br /> AND FROM A DESIGNATED FUND ACCOUNT AND CREDITING SAME TO A <br /> DESIGNATED FUND ACCOUNT TO PROVIDE A GRANT TO HAWAII ALLIANCE <br /> FOR COMMUNITY-BASED ECONOMIC DEVELOPMENT TO ASSIST WITH <br /> VIBRANT HAWAII ISLAND. <br /> WHEREAS, Hawai`i Alliance for Community-Based Economic Development <br /> (HACBED) is a 501(c)(3) nonprofit organization that works to build the capacity of families and <br /> communities so that they have choice and control to achieve social, economic, and <br /> environmental justice; and <br /> WHEREAS, Vibrant Hawai`i Island is a collective impact movement of multi-sector <br /> stakeholders working to achieve social change on Hawai`i Island in response to data from The <br /> United Way that identifies not only the state, but Hawai`i County in particular, with a <br /> disproportionate number of households living below federal poverty levels or identified as Asset <br /> Limited, Income Constrained, Employed (ALICE), at 61% of the population in 2016; and <br /> WHEREAS, Vibrant Hawai`i Island has partnered with HACBED to bring a structured, <br /> collaborative, and data-driven approach to identifying barriers and negative impacts, while <br /> finding solutions to empower and improve the lives of Hawai`i Island residents, who experience <br /> poverty or wages insufficient to provide for the basic costs of living; and <br /> WHEREAS, HACBED requires funds to reimburse costs expended for the work of <br /> Vibrant Hawaii Island, including convening summits and community engagements, an <br /> awareness campaign with print and non-print media and logo items, and stipends for individuals <br /> from households identified as ALICE or below the federal poverty level, to enable them to <br /> engage with the Vibrant Hawai`i Island initiative; and <br /> WHEREAS, the Department of Liquor Control supports alcohol-free and drug-free <br /> events and initiatives that enrich the quality of life for Hawai`i Island residents and communities; <br /> and <br /> WHEREAS, pursuant to Section 2-139(a)(2)(A) of the Hawai`i County code, <br /> Contingency Relief funds shall be transferred to an accepting County department/agency via <br /> resolution identifying the nonprofit organization and the specific program, project, event, <br /> activity, service, equipment, materials, or supplies for which the grant shall be used; now, <br /> therefore, <br /> BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that <br /> Contingency Relief funds from Council District 4 will be appropriated to the Department of <br /> Liquor Control to provide a grant to Hawai`i Alliance for Community-Based Economic <br /> Development to assist with the work of Vibrant Hawai`i Island. <br />
