J�ZYOfH, <br /> COUNTY OF HAWAII _ : STATE OF HAWAII <br /> Ott Of Nf'�-• <br /> RESOLUTION NO. 408 19 <br /> A RESOLUTION TRANSFERRING/APPROPRIATING AN APPROPRIATION OUT <br /> AND FROM A DESIGNATED FUND ACCOUNT AND CREDITING SAME TO A <br /> DESIGNATED FUND ACCOUNT TO PROVIDE A GRANT TO FRIENDS OF NELHA <br /> FOR REIMBURSEMENT OF EXPENSES RELATED TO THE 10TH ANNUAL OCEAN <br /> ENERGY AND ECONOMIC DEVELOPMENT SYPOSIUM AND WORKSHOP. <br /> WHEREAS, Friends of NELHA is a 501(c)(3) nonprofit organization that focuses on <br /> renewable energy, sustainability, sustainable aquaculture, and the uniqueness of the Hawai`i <br /> ocean science and technology; and <br /> WHEREAS, on May 17, 2011, a sister city relationship between the County of Hawai`i <br /> and Kumejima, Okinawa was established based on shared commonalities such as deep sea water <br /> pipeline and operational ocean thermal energy conversation facilities, and because both islands <br /> utilize their most prevalent natural resources, sunlight and sea water, to address three of the <br /> world's most pressing needs: food, clean energy, and fresh water; and <br /> WHEREAS, Friends of NELHA and the County of Hawai`i hosted_the 10th Annual <br /> Ocean Energy and Economic Development Symposium and Workshop on November 8-9, 2019 <br /> in Kailua-Kona, which offered a series of presentations, including in-depth panel discussions <br /> with the U.S., Japan OTEC working group, and the Hawai`i-Okinawa Clean Energy <br /> Cooperation; and <br /> WHEREAS, Friends of NELHA is requesting reimbursement for expenses related to the <br /> 10th Annual Ocean Energy and Economic Development Symposium and Workshop such as <br /> transportation and lunches for attendees; and <br /> WHEREAS, one of the goals of the Department of Research and Development is to <br /> advance and support renewable energy projects, energy efficiency improvements, and <br /> transportation innovations; and <br /> WHEREAS, pursuant to Section 2-139(a)(2)(A) of the Hawai`i County Code, <br /> Contingency Relief funds shall be transferred to an accepting County department/agency via <br /> resolution identifying the nonprofit organization and the specific program, project, event, <br /> activity, service, equipment, materials, or supplies for which the grant shall be used; now, <br /> therefore, <br /> BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that <br /> Contingency Relief funds from Council District 7 will be appropriated to the Department of <br /> Research and Development to provide a grant to Friends of NELHA for reimbursement of <br /> expenses related to the 10th Annual Ocean Energy and Economic Development Symposium and <br /> Workshop. <br />
