WHEREAS, due to the recent cancellation of offshore recycling efforts as previously <br /> utilized by the County of Hawai`i, it is critical for the County of Hawai`i to entertain a <br /> comprehensive alternative approach to manage our island's waste stream per its waste reduction <br /> goals identified in both the ISWMP and the Zero Waste Implementation Plan; and <br /> WHEREAS, the Department of Research and Development manages an Energy <br /> Program, which concentrates on four focal points of interest, including renewable energy <br /> initiatives that will result in the implementation of projects that will save the County and <br /> taxpayers money while reducing the impact to the environment; and <br /> WHEREAS, in recognition of the current environmental crisis, including the <br /> international recycling restrictions, it is incumbent upon the County of Hawai`i to respond to <br /> these new conditions through waste stream management and reduction modifications. Pursuant <br /> to the ISWMP, every recommended waste stream management and reduction methodology <br /> proposed for consideration must identify the environmental effects that are expressed and <br /> measured in terms of environmental full life cycle impacts, (e.g. greenhouse gas emissions, <br /> toxicity, energy use), in addition to tonnage-based landfill diversion or waste recovery goals; and <br /> WHEREAS, the Council believes that waste stream management and reduction <br /> technologies, defined but not limited to waste-to-energy opportunities (excluding incineration), <br /> gasification, and other waste conversion technologies, considered for the County of Hawaii <br /> should be crafted and implemented as soon as practicable to address our solid waste concerns, as <br /> well as to provide an opportunity to produce renewable and alternative energy with all or part of <br /> Hawai`i Island's solid waste stream to move towards the State of Hawai`i's 2045 initiative for <br /> renewable energy sources; now, therefore, <br /> BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that it <br /> urges the Directors of the Department of Environmental Management and the Department of <br /> Research and Development to collaborate and develop a plan for the analysis of waste stream <br /> management and reduction technologies, targeting the evaluation and recommendation of <br /> renewable and alternative energy generation program(s) for the County of Hawai`i. <br /> 2 <br />
