No. 462/Res.No. 301-19 <br /> PLACE: Council Chambers <br /> Hilo, Hawaii <br /> TIME: 2:30 p.m. <br /> Council Chair and Members <br /> Hawaii County Council <br /> Hilo, Hawaii 96720 <br /> Your Committee on Agriculture, Water, Energy, and Environmental Management, to which was <br /> referred Resolution 301-19, reports as follows: <br /> Resolution 301-19,transmitted by Council Member Herbert M. "Tim"Richards, III, via <br /> Communication No. 462 dated August 28, 2019, was postponed at both the September 17, 2019 and <br /> October 15, 2019 committee meetings, and subsequently heard on November 5, 2019. A Motion to <br /> amend Resolution 301-19, with the contents of Communication 462.11, was unanimously approved. <br /> The intent of the resolution is to empower the Department of Research and Development(R&D) and the <br /> Department of Environmental Management(DEM)to examine comprehensive alternative <br /> methodologies using our waste stream as a resource, with waste management and reduction as the goal. <br /> William Kucharski, Director of DEM, stated that the resolution is extremely timely with the recycling <br /> crisis currently affecting Hawaii County and beyond. The ability to move toward a hydrogen economy <br /> is an option brought up by both Mr. Kucharski and Council Members.
