'�tY Os h,'• <br /> COUNTY OF HAWAII "\:Yr, i*- STATE OF HAWAII <br /> rE OF MAS- <br /> RESOLUTION NO. 412 19 <br /> A RESOLUTION TRANSFERRING/APPROPRIATING AN APPROPRIATION OUT <br /> AND FROM A DESIGNATED FUND ACCOUNT AND CREDITING SAME TO A <br /> DESIGNATED FUND ACCOUNT TO PROVIDE A GRANT TO HAWAII COUNTY <br /> ECONOMIC OPPORTUNITY COUNCIL FOR A REIMBURSEMENT OF EXPENSES <br /> FOR THE JAPANESE COMMUNITY ASSOCIATION OF HAWAII'S 2019 BUNKA NO <br /> HI PROGRAM. <br /> WHEREAS, the Hawai`i County Economic Opportunity Council (HCEOC) is a <br /> 501(c)(3) nonprofit organization and an economic development agency that is dedicated to <br /> serving the needs of the greater community; and <br /> WHEREAS, HCEOC worked in partnership with the Japanese Community Association <br /> of Hawai`i (JCAH) to coordinate the JCAH 2019 Bunka No Hi, a biennial program celebrating <br /> Japanese culture in Hawai`i, that was held on November 16, 2019; and <br /> WHEREAS, the JCAH 2019 Bunka No Hi program was open to the general public, <br /> highlighted by an Omikoshi parade, and included activities such as calligraphy, Shichi-Go-San, <br /> washi chigiri-e, tea ceremony, origami, ikebana, bonsai, mochi pounding, and other cultural <br /> demonstrations; and <br /> WHEREAS, HCEOC is requesting funds for a reimbursement of expenses for activity <br /> supplies, venue rental, and other incidentals related to the JCAH 2019 Bunka No Hi program; <br /> and <br /> WHEREAS, the Department of Liquor Control supports organizations and programs that <br /> provide drug-free and alcohol-free events for the community; and <br /> WHEREAS, pursuant to Section 2-139(a)(2)(A) of the Hawai`i County Code, <br /> Contingency Relief funds shall be transferred to an accepting County department/agency via <br /> resolution identifying the nonprofit organization and the specific program, project, event, <br /> activity, service, equipment, materials, or supplies for which the grant shall be used; now, <br /> therefore, <br /> BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that <br /> Contingency Relief funds from Council District 3 will be appropriated to the Department of <br /> Liquor Control to provide a grant to Hawai`i County Economic Opportunity Council for a <br /> reimbursement of expenses for the Japanese Community Association of Hawai`i's 2019 Bunka <br /> No Hi program. <br /> BE IT FURTHER RESOLVED that the Council of the County of Hawai`i hereby <br /> transfers/appropriates the following amount as set forth below: <br />
