No. 633/Bill No. 121 <br /> PLACE: Council Chambers <br /> Hilo, Hawaii <br /> TIME: 5:30 p.m. <br /> Council Chair and Members <br /> Hawaii County Council <br /> Hilo, Hawai`i 96720 <br /> Your Connnittee on Finance, to which was referred Bill No. 121, reports as follows: <br /> Bill No. 121, transmitted by Finance Director Deanna Sako, via Communication No. 633 dated <br /> November 14, 2019, amends Ordinance No. 19-74, as amended, relating to public improvements and <br /> financing thereof for the Fiscal Year July 1, 2019 to June 30, 2020. <br /> This bill adds the Public Works Banyan Drive Roadway Improvements project for$500,000 to the <br /> Capital Budget. Funds for this project shall be provided from General Obligation Bonds, Capital <br /> Projects Fund—Fund Balance and/or Other Sources. Funds would be used to construct a sidewalk on <br /> the mauka side of the roadway, and would include roadway widening, drainage, and additional street <br /> lighting. <br /> Public Works Director David Yarnamoto confirmed that improvements concerns all of Banyan Drive. <br /> He stated that this is to start the planning and design for the Hilo Trails as well as a current plan to install <br /> a crosswalk with lighted beacons at Naniloa. This project may be put on hold since the department <br /> would like to incorporate the walking path and improvements with the crosswalks, and he believes <br /> Naniloa was partnering with the County so they could install it for their purpose. <br /> Council Member Susan Lee Loy asked how this segment ties into the work being done on <br /> Kalaniana`ole Avenue. Mr. Yamamoto said it will intersect at the intersection of Banyan Drive <br /> and Kamehameha Avenue, and they are also looking at the small piece in front of the Hukilau Hotel. <br /> He stated they are trying to incorporate it with the Kalaniana`ole project, to connect the sidewalk that <br /> goes around Kalaniana`ole and connect to Banyan Drive. <br /> Due to concerns of the community, Mr. Yamamoto stated they are looking at making the roadway <br /> one-way, being that the right-of-way is not wide enough to make a nice walking or biking path or for <br /> parking. <br /> FC Report No. 95 <br />
