............. <br /> COUNTY OF HAWAII ' STATE OF HAWAII <br /> .4N4...................... <br /> RESOLUTION NO. 436 20 <br /> A RESOLUTION TRANSFERRING/APPROPRIATING AN APPROPRIATION OUT <br /> AND FROM A DESIGNATED FUND ACCOUNT AND CREDITING SAME TO A <br /> DESIGNATED FUND ACCOUNT TO PROVIDE A GRANT TO KEAUKAHA ONE <br /> YOUTH DEVELOPMENT FOR REIMBURSEMENT OF EXPENSES INCURRED <br /> DURING THE DOWNTOWN IMPROVEMENT ASSOCIATION'S 2019 BLACK& <br /> WHITE NIGHT. <br /> WHEREAS, Activate Hilo is a community revitalization project designed to provide a <br /> platform for people to connect, collaborate and share, to empower, uplift, strengthen and activate <br /> communities to thrive; and <br /> WHEREAS, Activate Hilo and Keaukaha One Youth Development partnered together <br /> during the Downtown Improvement Association's (DIA) 2019 Black& White Night to provide <br /> activities and entertainment for youth and other attendees of the event, which was held in <br /> downtown Hilo on November 1, 2019; and <br /> WHEREAS, their activities took place in the East Hawai`i Cultural Center and at <br /> Kalakaua Park, and included art exhibits, hands-on activities, live music and refreshments for the <br /> attendees and staff; and <br /> WHEREAS, Keaukaha One Youth Development is a 501(c)(3) nonprofit organization <br /> whose mission is to help Native Hawaiian and other underprivileged youth in the Hilo community <br /> to reveal their individual strengths and passions to build leadership skills, self-esteem, motivation, <br /> and to gain positive relationships for future career and academic success; and <br /> WHEREAS, Keaukaha One Youth Development is requesting reimbursement of expenses <br /> incurred during the DIA's 2019 Black & White Night held in downtown Hilo on <br /> November 1, 2019; and <br /> WHEREAS, the Department of Research and Development supports public programs that <br /> are diverse, stable, and in balance with Hawai`i's ecology, community character, and cultural <br /> heritage; and <br /> WHEREAS, pursuant to Section 2-139(a)(2)(A) of the Hawai`i County Code, <br /> Contingency Relief funds shall be transferred to an accepting County department/agency via <br /> resolution identifying the nonprofit organization and the specific program, project, event, activity, <br /> service, equipment, materials, or supplies for which the grant shall be used; now, therefore, <br /> BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that <br /> Contingency Relief funds from Council District 2 will be appropriated to the Department of <br /> Research and Development to provide a grant to Keaukaha One Youth Development for <br /> reimbursement of expenses related to activities conducted by Activate Hilo during the Downtown <br /> Improvement Association's 2019 Black and White Night event. <br />
