One big problem are the costs of infrastructure as well as the regulations. <br /> Another barrier is government political will of wanting the housing to go forward. Mr. Richards <br /> stated the County needs financial resources to get things done, and also said there is an umbrella of <br /> things that need to get done in order for the housing to go forward. He stated this will have to be done <br /> as a County and as a Council and fund the program. <br /> Council Member Matt Kaneali'i-Kleinfelder stated that land and home ownership, as part of affordable <br /> housing, is important. Creating homeowners versus home renters is key to building a stable and strong <br /> economy. He stated that his big points are cost of living and home ownership. <br /> Council Member Valerie Poindexter explained she would like to see the partners and collaborators, who <br /> strongly support affordable housing alongside of the barriers, shown in the presentation. Ms. Poindexter <br /> would like to see the Community Development Plan (CDP) at the top of the list, saying that is the voice <br /> of the people. She also stated she would like to see affordable/low income housing. She indicated that <br /> most of the affordable homes are not sold to those who need it. <br /> Council Member Rebecca Villegas shared concerns of the new housing developments, with a portion <br /> being affordable,however ends up not being purchased by the local people. She mentioned the gap of <br /> the local people trying to find housing gets bigger. She questioned how can the issue be addressed <br /> without discrimination,by building housing for the people who live here and need housing. <br /> Council Member Susan Lee Loy explained that there are tools, and while crafting the affordable housing <br /> agreements, there can be deed restrictions that keep them affordable in perpetuity. <br /> Committee Chair Maile David commented that from what has been said, affordable housing has <br /> different meanings as far as who is being addressed.
