STATE OF HAWAII RESOLUTION NO. 467 20 A RESOLUTION TRANSFERRING/APPROPRIATING AN APPROPRIATION OUT AND FROM A DESIGNATED FUND ACCOUNT AND CREDITING SAME TO A DESIGNATED FUND ACCOUNT TO PROVIDE A GRANT TO GOING HOME HAWAII TO ASSIST WITH EXPENSES RELATED TO ITS EAST HAWAII PU`UHONUA WELLNESS CENTER PROGRAM. WHEREAS, Going Home Hawai`i is a 501(c)(3) nonprofit organization that works to re- integrate former offenders into the community and workplace and to stop recurrences of crime recidivism on Hawai`i Island; and WHEREAS, Going Home Hawai`i works in collaboration with more than 50 public and private entities to provide a variety of support services to former offenders, including housing, case management, and referrals to mental health and/or substance abuse treatment programs; and WHEREAS, Going Home Hawai`i's East Hawai`i Pu'uhonua Wellness Center program provides social services for offenders that are interwoven with the Native Hawaiian concepts of a place of peace, safety, and healing, and addresses the issue of Native Hawaiians being overrepresented at every stage of the criminal justice system; and WHEREAS, Going Home Hawai`i is requesting funding assistance to defray housing costs, utilities, and supplies that are necessary expenses for this program; and WHEREAS, participants receive case management services provided by Going Home Hawai`i to link them to financial benefits for which they may be eligible, and assist them in obtaining gainful employment to afford program fees on a monthly basis, which will ensure that the program remains self-sustainable beyond initial funding assistance; and WHEREAS, the Office of the Prosecuting Attorney supports improving the criminal justice system by identifying areas of need and working collaboratively with other criminal justice agencies and the community; and WHEREAS, pursuant to Section 2-139(a)(2)(A) of the Hawai`i County Code, Contingency Relief funds shall be transferred to an accepting County department/agency via resolution identifying the nonprofit organization and the specific program, project, event, activity, service, equipment, materials, or supplies for which the grant shall be used; now, therefore, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that Contingency Relief funds from Council District 3 will be appropriated to the Office of the Prosecuting Attorney to provide a grant to Going Home Hawai`i for its East Hawai`i Pu'uhonua Wellness Center program.
