historical or natural resources exist on the property and there is no evidence of any <br /> traditional and customary Native Hawaiian rights being practiced on the site. <br /> 16. Public Access: There is no public access to the mountains or the shoreline that traverses <br /> the property. <br /> 17. Traffic: According to the applicant, the proposed retail store use is anticipated to <br /> generate 20 to 40 outside visitors per day. The timing of the trips is expected to be fairly <br /> evenly distributed during hours of operation (likely 7:00 AM— 5:00 PM) with peaks near <br /> mealtimes. The applicant expects no more than two (2) to three (3)round trips per lodge <br /> unit per day (totaling nor more than nine). The applicant indicates that while the timing of <br /> the trips will likely occur during the day, they are not focused on work and school hours <br /> like a residential use. Furthermore, the existing Kilauea Lodge operation has fifteen (15) <br /> rental units, one of which is a two (2)bedroom unit. Each unit averages two (2) to three <br /> (3) round trips per day, which at full occupancy would be the equivalent of 30 to 45 <br /> round trips per day for the existing lodge. The existing lodge restaurant is open seven (7) <br /> days a week from 7:30 AM to 9:00 PM, serving breakfast, lunch and dinner. The <br /> restaurant has approximately ten (10) to thirteen(13) tables depending on the size of <br /> parties. Assuming that dining parties travel together, and on a busy day they may seat <br /> each table twice for each meal, that gives 69 round trips per day for the restaurant. <br /> Timing of trips is strongly correlated to mealtimes especially for lunch and dinner. The <br /> applicant anticipates that at a maximum, all existing and proposed uses of the Kilauea <br /> Lodge operation would generate approximately 46 trips per hour at full capacity. <br /> UTILITIES AND SERVICES <br /> 18. Access: The subject parcel is currently accessed via a driveway on the eastern side of the <br /> subject property from Old Volcano Road, a divided, two (2) lane, County owned and <br /> maintained roadway with approximately 38 feet of pavement within an approximately <br /> 42-foot right-of-way. Proposed access to the property includes a twenty (20)-foot wide <br /> asphalt concrete paved loop driveway for access to retail structure and parking, The <br /> applicant further proposes the cottages to be accessed by a (20)-foot wide gravel <br /> -5- <br />
