While the majority of the property is currently <br /> heavily vegetated, the applicant indicated that this is secondary growth and not intact native <br /> forest. Furthermore, a portion of the parcel has been recently cleared and used as employee <br /> parking for the adjacent Kilauea Lodge operation. Finally, there is a twelve (12)-foot wide <br /> perpetual easement for a road right-of-way for use in common situated along the entirety of the <br /> eastern property line that provides legal access to the parcel to the east of the subject property. <br /> However, it appears that the current driveway does not align with the access easement and the <br /> easement's intersection with Old Volcano Road is blocked by a section of rock wall. A <br /> prohibition of blocking this roadway easement will be added as a condition of approval. <br /> There is a mixture of residential,village commercial and agricultural zoning and uses <br /> in the area. The properties directly adjacent to the west and north west are similarly zoned <br /> Village Commercial(CV-10)and consist of the existing Kilauea Lodge properties.Properties <br /> adjacent to the north and east are zoned Single-Family Residential (RS-20) and consist of <br /> residential dwellings; the property to the directly to the south (across Old Volcano Road) is <br /> zoned agricultural(A-20a)and currently vacant.The subject property is located approximately <br /> one(1)mile from the Volcano School of Arts and Sciences and approximately 0.3 miles from <br /> the Cooper Center, and proximate to commercial areas, a hardware store and post office. <br /> In 1995,the County Council approved Ordinance No. 95-101 which similarly rezoned <br /> 2.537 acres of land directly adjacent to the north of Kilauea Lodge property from RS-20 to <br /> CV-10 in order to allow expansion the lodge operation. A condition of that Ordinance <br /> approval required the applicant to consolidate the two properties together as the proposed uses <br /> would be accessory to the existing lodge operation. The required consolidation was <br /> subsequently granted in 1996. As the proposed retail store is intended to be primarily <br /> accessory to the lodge use and the proposed new cottage units are intended to be accessory to <br /> the same,a condition of approval will require consolidation of the subject parcel with Kilauea <br /> Lodge Parcel (TMK (3) 1-9-004:055) prior to the issuance of Final Plan Approval for ally <br /> commercial use. <br /> All essential utilities and services are available to the site. The subject parcel is <br /> currently accessed via a driveway on the eastern side of the subject property from Old <br /> Volcano Road, a divided, two (2) lane, County owned and maintained roadway with <br /> approximately 38 feet of pavement within an approximately 42-foot right-of-way. Proposed <br /> access to the property includes a twenty(20)-foot wide asphalt concrete driveway for access <br /> to retail structure and parking situated on the northern end of the subject property. The <br /> applicant further proposes the cottages and related parking be accessed by a twenty(20)-foot <br />
