(24) Subsection R101.1 of the International Energy Conservation Code is amended to read as follows: "R101.1 Title. This code shall be known as the [International] Energy Conservation Code [of NAME OF JURISDICTION], and shall be cited as such. [It is referred to herein as "this code."] "This code" when used within the International Energy Conservation Code as incorporated by reference herein, means the Energy Conservation Code of Hawai`i County." (25) Subsection 8103.1 of the International Energy Conservation Code is amended to read as follows: "R103.1 General. [Construction documents, technical reports and other supporting data shall be submitted in one or more sets with each application for a permit. The construction documents and technical reports shall be prepared by a registered design to be constructed. Where special conditions exist, the code official is authorized to require necessary construction documents to be prepared by a registered design professional. Exception: The code official is authorized to waive the requirements for they are not necessary to confirm compliance with this code.] Construction documents and other supporting data shall be submitted to indicate compliance with this code. The construction documents shall be prepared, designed, approved, and observed by a duly registered licensed professional as required by chapter 464, Hawaii Revised Statutes and in accordance with the provisions of chapter 5, Hawai`i County Code. The licensed professional shall certify via a signed statement on the plans, that the project complies with this code. Exception: Any building, electrical, or plumbing work that is not required to be prepared, designed, approved, or observed by a licensed professional architect or engineer pursuant to chapter 464, Hawai`i Revised Statutes, shall be certified by the owner." 13
