Considered cumulatively there will be a negligible effect on average daily <br /> traffic on Akoni Pule Highway,but a slightly more substantial effect with the interaction of left <br /> turns at the main entrance of Kohala Ranch. This will be mitigated by the proposed projects <br /> intersection improvements, which includes a northbound to westbound left-turn pocket and a <br /> southbound deceleration lane. <br /> As there is no municipal wastewater system in this area,wastewater will be disposed of <br /> by an individual wastewater system,meeting the requirements of the Department of Health.This <br /> will be done by the respective landowner in conjunction with the construction of a dwelling. <br /> The project will be served with underground water,electrical and telephone service from <br /> exiting lines located within a utility easement along Akoni Pule Highway. <br /> The majority of the subject parcel is located within an area designated as Flood Zone"X", <br /> or an "Area of Minimal Flood Hazard", with the remainder, or coastal portion located within <br /> Flood Zone "VE" or"Coastal areas with a I% or greater chance of flooding and an additional <br /> hazard associated with storm waves". As a condition of this recommended ordinance, all <br /> development generated runoff shall be disposed of onsite and not be directed toward any adjacent <br /> properties, or into the ocean. Moreover, all earthwork and grading shall comply with Hawaii <br /> County Code(HCC)Chapter 10,Erosion and Sediment Control and all development shall comply <br /> with HCC Chapter 27,Floodplain Management. <br /> All other essential utilities and services are or can be made available to the site. <br /> The subject request is not contrary to Chapter 205A, Hawaii Revised Statues, <br /> relating to Coastal Zone Management. The property is located entirely within the County's <br /> Special Management Area(SMA)and an SMA Use Permit is being pursued for the proposed use. <br /> In view of the Hawaii i State Supreme Court's "PASH" and "Ka Pa'akai 0 Ka'A ina" <br /> decisions,the issue relative to native Hawaiian gathering and fishing rights must be addressed in <br /> terms of the cultural,historical,and natural resources and the associated traditional and customary <br /> practices of the site: <br /> Investigation of valued resources: As a result of the archeological studies conducted <br /> within the project area, forty (40) historic sites were identified. These include five (5) <br /> sites with burials evaluated as significant under criteria d and e,two(2)multi-feature trail <br /> sites as evaluated as significant under Criteria d and e,one(1)habitation/ceremonial site <br /> evaluated as significant under Criteria c, d, and e;two (2)habitation sites evaluated as <br />
