<br /> A RESOLUTION TRANSFERRING/APPROPRIATING AN APPROPRIATION OUT
<br /> AND FROM A DESIGNATED FUND ACCOUNT AND CREDITING SAME TO A
<br /> DESIGNATED FUND ACCOUNT TO PROVIDE A GRANT TO KAHUA PA'A MUA,
<br /> INC., FOR EXPENSES RELATING TO PROJECT REACH OUT,A SUICIDE
<br /> PREVENTION INITIATIVE.
<br /> WHEREAS, Kahua Pa'a Mua, Inc., (KPM) is a 501(c)(3) nonprofit organization
<br /> dedicated to enhancing communities through economic development, conservation/preservation,
<br /> and social and educational programs for youth and adults; and
<br /> WHEREAS, according to the Hawai`i State Department of Health, suicide is the leading
<br /> cause of injury-related deaths in the State, especially among teens and young adults; and
<br /> WHEREAS, according to the Centers for Disease Control and Prevention, every state,
<br /> with the exception of Nevada, has seen an increase in suicide rates, including Hawai`i where it
<br /> has increased by 18.3 percent from 1999 to 2016; and
<br /> WHEREAS, KPM, in conjunction with Kaiao Ola Integrative Healing, LLC, has
<br /> organized a multi-school, suicide prevention project entitled Project Reach Out, which is
<br /> designed to inspire and foster hope and strength in our youth by building pathways, providing
<br /> educational and informational resources, and bringing motivational speakers and entertainers to
<br /> empower our youth to make healthy choices and learn how to reach out when in need; and
<br /> WHEREAS, KPM is requesting financial assistance to cover necessary expenses,
<br /> including, but not limited to, accommodations, entertainer fees, audio-visual and sound
<br /> equipment rentals, refreshments, and supplies; and
<br /> WHEREAS, the Office of the Prosecuting Attorney supports this project as suicide is
<br /> sometimes the result of domestic violence and/or substance abuse, and this project fits within the
<br /> department's objectives to support the community's efforts to prevent domestic violence and
<br /> substance abuse and improve the quality of life for our island residents; and
<br /> WHEREAS, pursuant to Section 2-139(a)(2)(A) of the Hawaii County Code,
<br /> Contingency Relief funds shall be transferred to an accepting County department/agency via
<br /> resolution identifying the nonprofit organization and the specific program, project, event, activity,
<br /> service, equipment, materials, or supplies for which the grant shall be used; now, therefore,
<br /> BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that
<br /> Contingency Relief funds from Council District 9 will be appropriated to the Office of the
<br /> Prosecuting Attorney to provide a grant to Kahua Pa'a Mua, Inc., to assist with expenses relating
<br /> to Project Reach Out.
