PC-46 Page 2 February 18,2020 <br /> Council Member Tim Richards raised a question regarding Condition M,which states"to protect <br /> any Hawaiian hoary bats in the vicinity of the property,barbed wire fencing shall not be used in <br /> the permit area and woody vegetation woody vegetation over 15 feet in height shall not be <br /> removed during bat breeding season of June 1 st to September 15th without first conducting <br /> surveys for bat nests and coordinating with US Fish and Wildlife Service if nests are found." <br /> Mr. Richards said this might be a"debatable condition."Director Yee noted this language is a <br /> standard recommendation from U.S. Fish& Wildlife (USFW). Mr. Richards expressed concern <br /> around USFW requirements and asked Director Yee to provide further information at a later <br /> date. <br /> Council Member Matt Kaneali`i-Kleinfelder asked for clarification around why barbed wire was <br /> prohibited per Condition M. Mr. Kay outlined that, regarding most projects in the Volcano area, <br /> it's a standard practice for the Planning Department to request comment letters from USFW and <br /> other agencies regarding protection for endangered species and processes to mitigate concerns <br /> regarding those species.
