i <br /> 3 <br /> The property currently is vacant except for one single-family dwelling and <br /> i <br /> accessory swimming pool, which is more consistent with the original RS-7.5 zoning <br /> € <br /> district than the current RM-1.5 zoning district. Changing the zoning to RS-7.5 would <br /> prevent speculation since it is clear the landowner does not intend to develop the <br /> property. <br /> Based upon the above finding, the Planning Director believes the current RM-1.5 <br /> zoning district for the property is not the best land use pattern and will not promote the <br /> 3 <br /> general welfare of the surrounding community at this time. Therefore, the Director I <br /> € <br /> recommends rezoning the property to its original designation of Single-Family <br /> Residential- 7,500 square feet (RS-7.5) so that single-family housing can be provided. If <br /> I <br /> a subsequent landowner wishes to attempt to develop a multiple-family residential project <br /> { <br /> on the property, they would need to change the zoning to the RM district, which would <br /> require approval by the County Council to determine if the proposed zoning and density <br /> would promote the general welfare of the community. <br /> Based upon the above findings, the Planning Director recommends the Planning <br /> 3 <br /> Commission forward a favorable recommendation to the County Council to rezone <br /> the property from Multiple-Family Residential— 1,500 square feet (RM-1.5) to <br /> Single-Family Residential—7,500 square feet (RS-7.5)because the change of zone <br /> would result in an appropriate land use pattern that would further benefit the general 3 <br /> public. The accompanying draft bill to amend Section 25-8-33 (City of Hilo Zone Map), <br /> Article 8, Chapter 25 (Zoning Code) of the Hawaii County Code (2016 Edition, as <br /> amended), is provided for your favorable consideration. Please note the Director is not <br /> proposing conditions since the zoning is being changed to the original designation for the <br /> property. <br /> 6 <br />
