V OF.i4 <br />COUNTY OF HAWAII STATE OF HAWAIII <br />RESOLUTION NO. 532 20 <br />RM Mly Mkk'lkM MGM <br />WINAMM J MW EM M.11 PAMM ; 5 <br />WHEREAS, the Waidkea High School Parent Teacher Student Association (PTSA) is a <br />subordinated unit of PTA Hawaii Congress, a 5 01 (c)(3) nonprofit organization; and <br />WHEREAS, Waidkea High School PTSA assists Waidkea High School and its students <br />with programs and activities, including the Waidkea High School Project Grad Night; and <br />WHEREAS, the Waidkea High School Project Grad Night provides a safe, secure, and <br />supervised celebration alternative to the traditional graduation parties that involve underage <br />drinking, illegal substance use, and unsupervised late-night partying that normally results in <br />drinking and driving, all of which pose a hazard to the community; and <br />WHEREAS, this alcohol- and drug-free event provides the parents and families of the <br />graduates with the peace of mind that their child is in a safe and wholesome environment after <br />graduation; and <br />WHEREAS, the Waidkea High School PTSA is requesting funds to defray the cost of <br />facility rental, lifeguards, and food; and <br />WHEREAS, one of the Department of Liquor Control's goals is to support youth <br />programs that promote alcohol- and drug-free events, including Project Grad Night activities; <br />and <br />WHEREAS, pursuant to Section 2-139(a)(2)(A) of the Hawaii County Code, <br />Contingency Relief funds shall be transferred to an accepting County department/agency via <br />resolution identifying the nonprofit organization and the specific program, project, event, <br />activity, service, equipment, materials, or supplies for which the grant shall be used; now, <br />therefore, <br />BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that <br />Contingency Relief funds from Council District 2 will be appropriated to the Department of <br />Liquor Control to provide a grant to the Waidkea High School Parent Teacher Student <br />Association for the 2020 Waidkea High School Project Grad Night. <br />BE IT FURTHER RESOLVED that the Council of the County of Hawaii hereby <br />transfers/appropriates the following amount as set forth below: <br />
