HRS §46-15 authorizes the Mayor to designate areas of land for experimental and <br /> demonstration housing project and requires the preliminary plans and specifications of the <br /> project be submitted to the legislative body of the County of Hawaii, the County Council, for <br /> approval. <br /> Lessee through OHCD is requesting Council approve the preliminary plans and specifications for <br /> the Papa`aloa Elderly Housing project, as part of the experimental and demonstration housing <br /> project.
