REQUEST: <br /> The Office of Housing and Community Development (OHCD) is requesting a resolution authorizing the <br /> exemption of certain planning and zoning code requirements for the Papa`aloa Elderly Housing project <br /> pursuant to HRS 46-15. <br /> - Requesting exemption to change the zoning to RD-5 <br /> - Requesting exemption to allow (1) parking space per unit <br /> - Requesting exemption from the SMA use permit requirements <br /> OHCD is requesting to waive Committee because of the time constraints for the project to submit their <br /> application for Low Income Housing Tax Credits (LIHTC) which is due on April 17, 2020. <br /> B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED): <br /> Resolution No. 572-83 designated the Papa`aloa Elderly Housing site area as an experimental and <br /> demonstration housing project which exempts the project from certain government laws, code requirements <br /> and standards.
