B. Project Timetable and Cost <br /> The applicant hopes to secure County rezoning approval as soon as <br /> possible and begin the subdivision process immediately thereafter. <br /> Tentatively, plans call for having the land subdivided by the end 2019. <br /> The estimated cost of improvements for this project will be minimal <br /> based on the necessary improvements. No roadway improvements <br /> will be necessary as all four lots will be accessible from County <br /> roadways. Additionally, the subject parcel is served by the Department <br /> of Water Supply with sufficient capacity to serve the intended <br /> subdivision. <br /> IV. INSTITUTIONAL CONSIDERATIONS <br /> A. State Land Use <br /> The subject site is designated Agriculture. Since the land use will <br /> remain in Agriculture, no State Land Use Commission action is <br /> required. The County of Hawaii can process the rezoning request. <br /> B. County General Plan <br /> The County General Plan Land Use Pattern Allocation Guide <br /> ("LUPAG") map designates the subject site as Important Agricultural <br /> Lands. This designation identifies agricultural lands with better <br /> potential for sustained high agricultural yields because of soil type, <br /> climate, topography or other factors. The proposed agricultural <br /> subdivision resulting in four (4) lots would be consistent with the <br /> Important Agricultural Lands designation and no General Plan <br /> amendment would be required to effectuate this project. <br /> C. Kona Community Development Plan <br /> The Kona Community Development Plan (KCDP) attempts to further <br /> define the General Plan and serves as a guide for decision-makers. <br /> The KCDP further designates the subject parcel as part of the Kona <br /> Rural Area. The proposed change of zone request is conducive to the <br /> following goals, objectives and policies outlined in the KCDP: <br /> Policy LU-1.3: Rural Area. The rural area consists of the lands <br /> outside of the Kona Urban Area. Future growth in this area shall be <br /> concentrated within and around the existing LUPAG medium and low- <br /> density areas, which correspond to the existing rural towns. <br /> 2 <br />
