REQUEST: <br /> The Office of Housing and Community Development(OHCD) is requesting a resolution authorizing the Mayor of <br /> the County of Hawaii to execute, submit and adopt the 2020—2024 Consolidated Plan, 2020 Annual Action Plan <br /> and all other related documents for the County of Hawaii Community Development Block Grant and Home <br /> Investment Partnerships and National Housing Trust Fund Programs. <br /> B. BACKGROUND AND JUSTIFICATIOIIAL SHEETS AS NEEDED <br /> It is required by HUD that the County submita.Consolidated/Action Plan, in accordance with Subpart C of 24 CFR <br /> Part 91, which include housing and homeless needs assessments, housing market analysis, five-year goals and <br /> priorities, project monitoring procedures, The Consolidated Plan is a five(5)year(2020-2024) plan that indicates <br /> the County's goals and priorities for the use of CDBG and HOME and HTF funds for housing, homeless, special <br /> needs and community development and it is required by HUD that before the County of Hawaii receives its <br /> annual CDBG allocation, The County shall submit its yearly Annual Action Plan as required by the Consolidated <br /> Plan. The Annual Action Plan is a yearly plan that includes the actual projects and activities that will be carried out <br /> with the County's CDBG funds. The CDBG projects and activities must meet the priorities and objectives as <br /> described in the Consolidated Plan and i is required by HUD that the County of Hawaii submit certifications <br /> assuring conformance to related rules, regulations and laws of the CDBG Program. A timely submission of the <br /> Consolidated/Action Plan for CDBG and HOME and HTF funds, in accordance with appropriate federal <br /> regulations, is necessary. A copy of the draft 2020-2024 Consolidated Plan containing the 2020 Annual Action <br /> Plan is available on the County of Hawaii Housing website. Hawaii Revised Statutes, Section 46-7, requires that <br /> County departments obtain the consent of the Council to enter into agreements with the federal or state <br /> governments. <br /> The OHCD is requesting authorization of the attached resolution authorizing the Mayor of the County of Hawaii to <br /> execute and submit the 2020 Action Plan and all other related documents and agreements necessary to process <br /> the CDBG Program to the U.S. Department of Housing and Urban Development by the Finance Committee, and <br /> its recommendation for adoption by the Hawaii County Council. <br /> The OHCD emp,.:41zes that no county General Funds are involved in these transactions. <br /> 1 2,0 <br /> SIGNED: DATE: <br /> D- 4,zrtment Head <br />
