WHEREAS, the Annual Action Plan is a yearly plan that includes the actual projects and <br /> activities that will be carried out with the County's CDBG funds; and <br /> WHEREAS, the CDBG projects and activities must meet thepriorities and objectives as <br /> J <br /> described in the Consolidated Plan; and <br /> WHEREAS, it is required by HUD that the County of Hawaii submit certifications assuring <br /> conformance to related rules, regulations and laws of the CDBG Program; and <br /> WHEREAS, a timely submission of the Consolidated/Action Plan for CDBG and HOME and <br /> HTF funds, in accordance with appropriate federal regulations, is necessary; and <br /> WHEREAS, a copy of the 2020-2024 Consolidated Plan containing the 2020 Annual Action <br /> Plan is available on the County of Hawai'i Housing website; and <br /> WHEREAS, Hawai`i Revised Statutes, Section 46-7, requires that County departments obtain <br /> the consent of the Council to enter into agreements with the federal or state governments respecting <br /> action to be taken pursuant to any of the powers granted by law to furnish, expend, and receive any <br /> funds or other assistance in connection with projects being or to be undertaken pursuant to those <br /> powers; now, therefore, <br /> BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII, in accordance with <br /> section 46-7, Hawaii Revised Statutes, that the Mayor of the County of Hawai`i is authorized to <br /> execute, on behalf of the County, an agreement and related documents with the United States <br /> Department of Housing and Urban Development and the State of Hawai'i Housing Finance and <br /> Development Corporation for the 2020 CDBG and HOME and HTF funds. <br /> BE IT FURTHER RESOLVED that the Mayor of the County of Hawai'i or, in his absence, the <br /> Acting Mayor or authorized representative is hereby authorized to execute and submit the 2020-2024 <br /> Consolidated Plan and 2020 Annual Action Plan and all other related documents and agreements <br /> necessary in order for the County to receive its CDBG, HOME and HTF Program funding allocations <br /> from the United States Department of Housing and Urban Development and State of Hawaii Housing <br /> Finance and Development Corporation. <br />
