OF N •. <br /> COUNTY OF HAWAII I; �:`'�-� / * STATE OF HAWAII <br /> •'•�rEOFHF•� <br /> RESOLUTION NO. 592 20 <br /> A RESOLUTION TRANSFERRING/APPROPRIATING AN APPROPRIATION OUT <br /> AND FROM A DESIGNATED FUND ACCOUNT AND CREDITING SAME TO A <br /> DESIGNATED FUND ACCOUNT TO PROVIDE A GRANT TO THE EAST HAWAII <br /> KIWANIS FOUNDATION FOR REIMBURSEMENT OF EXPENSES ASSOCIATED <br /> WITH THE AUGUST 2019 SUMOTO CITY STUDENT EXCHANGE. <br /> WHEREAS, the East Hawai`i Kiwanis Foundation("Kiwanis") is a 501(c)(3)nonprofit <br /> community and service-oriented organization that is dedicated to providing support to the greater <br /> community; and <br /> WHEREAS, the Hilo High School Key Club is a program of the Kiwanis that <br /> encourages and supports activities for youth that teach leadership skills, promote community <br /> serviceJro'ects, and build character; and <br /> P <br /> WHEREAS, the Hilo High School Key Club Student Exchange Program promotes <br /> cultural, educational, and societal exchange between students, faculty, host families, friends, <br /> dignitaries, staff, and other community members from Hilo and Sumoto City, Japan, which is a <br /> sister-city with the County of Hawai`i as established by Resolution No. 282-00, Draft 2, and <br /> approved by the County Council on August 9, 2000; and <br /> WHEREAS, the Kiwanis is requesting reimbursement for expenses relating to the <br /> student exchange visit by Sumoto City high schoolstudents in August 2019, which included <br /> food, snacks, drinks,paper goods, and supplies for various field trips; and <br /> WHEREAS, one of the Department of Liquor Control's goals is to support youth <br /> programs that promote alcohol- and drug-free events and activities, such as the student exchange <br /> program at Hilo High School; and <br /> WHEREAS,pursuant to Section 2-139(a)(2)(A) of the Hawai`i County Code, <br /> Contingency Relief funds shall be transferred to an accepting County department/agency via <br /> resolution identifying the nonprofit organization and the specific program, project, event, <br /> activity, service, equipment,materials, or supplies for which the grant shall be used; now, <br /> therefore, <br /> BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that <br /> Contingency Relief funds from Council District 2 will be appropriated to the Department of <br /> Liquor Control to provide a grant to the East Hawai`i Kiwanis Foundation for reimbursement of <br /> expenses associated with the August 2019 Sumoto City Student Exchange. <br /> BE IT FURTHER RESOLVED that the County Council hereby transfers/appropriates <br /> the following amount as set forth below: <br />
