COUNTY OF HAWAII '�--� ' *'� <br /> STATE OF HAWAII__.�..�.� <br /> RESOLUTION NO. 665 20 <br /> A RESOLUTION URGING THE ADMINISTRATION TO PROVIDE FUNDING TO <br /> KEY SECTORS OF THE COMMUNITY AND ECONOMY UTILIZING THE STATE- <br /> PROVIDED ALLOTMENT OF CORONAVIRUS AID, RELIEF, AND ECONOMIC <br /> SECURITY (CARES) FUNDING TO PROMOTE SAFETY, HEALTH,AND WELL- <br /> BEING IN THE HAWAII ISLAND COMMUNITY IN RESPONSE TO THE COVID-19 <br /> PANDEMIC. <br /> WHEREAS, on March 4, 2020, Governor Ige issued a series of proclamations declaring <br /> a state of emergency to support ongoing State and County responses to COVID-19; and <br /> WHEREAS, alongside Governor Ige's proclamations. Hawai`i County has also issued a <br /> series of emergency rules, supplementary proclamations, and policies pertaining to the current <br /> pandemic; and <br /> WHEREAS, the Federal CARES Act allocated $1.25 billion to the State of Hawai`i for <br /> COVID-19 response and SB75 allocates over $80 million of CARES Act funds for Hawaii <br /> County for COVID-19 relief; and <br /> WHEREAS, the United States Department of the Treasury has set clear restrictions on <br /> how CARES funding shall be administered and the requirements thereof; and <br /> WHEREAS, Section 8 of SB75 states that the mayor of the County of Hawai`i shall <br /> consult with the Hawai`i County Council before expending any of the funds appropriated by this <br /> section; and <br /> WHEREAS, a plan to reopen key sectors of the economy and Hawai`i County, utilizing <br /> the CARES funding is imperative to the health, safety and economic well-being of our <br /> community; and <br /> BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that it <br /> provides micro-business grants and takes immediate action to support businesses that were <br /> affected by COVID-19. <br /> BE IT FURTHER RESOLVED that Hawai'i County provide the agricultural industry <br /> with financial support to abet supply chain disruption and enhance the resiliency of Hawai'i <br /> Island food security. <br />
