COUNTY OF HAWAII •k6'k' ' •H STATE OF HAWAII <br /> • •ITE OF•N►•'l ' <br /> BILL NO. 177 <br /> ORDINANCE NO. <br /> AN ORDINANCE DESIGNATING TMK(3) 6-7-002:063 AS THE "SPENCER KALANI <br /> SCHUTTE DISTRICT PARK" PURSUANT TO CHAPTER 15, ARTICLE 8, SECTION <br /> 15-67 OF THE HAWAII COUNTY CODE 1983 (2016 EDITION,AS AMENDED); <br /> AMENDING SECTION 15-68.1 TO ADD THE "SPENCER KALANI SCHUTTE <br /> DISTRICT PARK" TO THE PARKS AND RECREATIONAL FACILITY SCHEDULE; <br /> AND AMENDING CHAPTER 14,ARTICLE 1, SECTION 14-1 RELATING TO <br /> PROHIBITING THE POSSESSION OR CONSUMPTION OF INTOXICATING <br /> LIQUORS AT ALL TIMES. <br /> BE IT ORDAINED BY THE COUNCIL OF THE COUNTY OF HAWAII: <br /> SECTION 1. Purpose. The purpose of this ordinance is to name a park located in the <br /> Waimea area of South Kohala, specifically identified as Tax Map Key(3) 6-7-002:063, and with <br /> a physical address of 67-1315 Ala `Ohia Road, Kamuela, Hawai`i 96743. <br /> This park which includes fields, structures, and other undeveloped sections of the <br /> property, would be named the "Spencer Kalani Schutte District Park"pursuant to Chapter 15, <br /> Article 8, of the Hawai`i County Code, which establishes guidelines for naming of such. Section <br /> 15-67(2)(C)(i) and (iv) provides that any open area shall be named or re-named for a person or <br /> persons alive or deceased, who has contributed significantly to the recreational programs in the <br /> community in which the open area is located, and the person has accomplished significant <br /> achievements in other fields of endeavor which have been of benefit to other persons. <br /> Spencer Kalani Schutte was born on September 24, 1935, on Oahu, and moved to <br /> Waimea in 1962 to ranch on Hawaiian Homes land, where he resided for the remainder of his <br /> life at his Hawaiian Homestead property on Mana Road._Prior to moving to Hawai`i Island, he <br /> was a part of the Honolulu Police Department's motorcycle"metro squad" combating crime in <br /> downtown Honolulu, and helped introduce the first canine unit in Hawaii. During his time in <br /> Waimea, Schutte became a rancher and a leader in the Hawai`i Cattleman's Association helping <br /> to lay a solid organizational foundation for Hawai`i's beef industry. In addition, he was a <br /> fisherman and a hog farmer, operating one of the largest, most progressive piggeries in the state. <br />
