REQUEST: <br />Prepare County Council submittal authorizing the County of Hawaii Finance Department to enter into a <br />Lease Agreement for fifteen year lease with options to exend to utilize the premises for Big Island Substance <br />Abuse Council facility (BISAC). <br />B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED): <br />BISAC will utilize the premises as a residential and outpatient medical care services and treament of <br />individuals who abuse alcohol and other drugs. It will also be used as office space for administrative <br />purposes to suport treatment: - The premises has approximately 22,517 sq. ft. of the building, commonly <br />known as the Old Hilo Hospital, located at 34 Rainbow Drive, in the District of South Hilo, identified as a <br />portion of tax map key (3) 2-3-026:008. The County currently has an EO with the State to manage and <br />utilize property for Government Office and Community Services. The rent is a $10.00 annual payment, paid <br />at the first of every July. The proposed BISAC Lease Agreement will be for fifteen (15) years period from <br />July 1, 2020 to June 30, 2035 with an option for three (3) additional five (5) year terms. <br />SIGNED: <br />Department Head <br />DATE: JUN 3 4 2020 <br />
