3. Establish a housing market that prioritizes resident access to affordable homes and <br /> eliminate the incentives and structural barriers that place and price homes out of their <br /> reach. <br /> 4. Invest in our youth, and those ready to expand their skills, to build their capacity to care for <br /> our islands and work towards community and environmental resilience. <br /> 5. Cultivate partnerships with communities, the business sector, and the military aimed at <br /> nurturing the well-being of our islands and its people by restoring previously degraded <br /> environments and eliminating practices that would inflict further damage. <br /> 6. Facilitate alternative energy projects that are planned with collaborating communities and <br /> that engender strong community support in the localities where they would be <br /> implemented. <br /> 7. Engage technologies to improve access to healthcare, education, and government services, <br /> and enable a tele-workforce resulting in reduced traffic and carbon emissions and a better <br /> work-life balance for the tele-workforce. <br /> 8. Measure the success of decisions, policies, programs, etc. by the health and well-being of <br /> natural environments and communities that are impacted by them. <br /> Ho'okipa <br /> We recognize that ho'okipa (hospitality) requires that the mea ho'okipa (host) have <br /> access to adequate space, place, and resource to truly fulfill the role and function of <br /> ho'okipa. For the fullness of this reciprocal relationship between mea ho'okipa <br /> and malihini (visitor) to be realized we must: <br /> 1. Ensure that we as a local community have the means to fulfill our kuleana to our `aina and <br /> each other before fully assuming the kuleana of mea ho`okipa. <br /> 2. Hold malihini accountable within the reciprocal nature of the relationship established once <br /> they are here with us in Hawai`i.
