WHEREAS, `Opu Ali`i is a guiding principle that states: "Our leaders understand that <br /> their privilege to lead is directly dependent on those they serve. From the most vulnerable to the <br /> most privileged, we seek to regenerate an abundance that provides for everyone. Decision <br /> makers understand and embrace their duty and accountability to Community. Our social, <br /> economic and government systems engage and respond to a collective voice in integrative ways <br /> to balance power and benefit"; and <br /> WHEREAS, `Imi 'Oi Kelakela is a guiding principle that states: "We are driven by <br /> creativity and innovation, constantly challenging the status quo. We are mindful and observant of <br /> needs, trends and opportunities and seek new knowledge and development opportunities in ways <br /> that enhance our way of life without jeopardizing our foundation of`aina aloha"; and <br /> WHEREAS, Ho`okipa is a guiding principle that states: "We are inclusive and embrace <br /> the collective that will call Hawai`i home, grounded in the fundamental understanding that it is <br /> our kuleana to control and manage our resources in a way that allows us to fulfill our role as <br /> hosts here in our `aina aloha"; and <br /> WHEREAS, these guiding principles are in line with the Preamble of the Constitution of <br /> the State of Hawai`i: "We reaffirm our belief in a government of the people, by the people and <br /> for the people"; and Article I, Section 1 of the State Constitution which declares: "All political <br /> power of this State is inherent in the people and the responsibility for the exercise thereof rests <br /> with the people. All government is founded on this authority"; and <br /> WHEREAS, these guiding principles are also in line with Article XIII, Section 13-29 of <br /> the Hawaii County Charter (2018),: "For the benefit of present and future generations, the <br /> county shall conserve and protect Hawai`i's natural beauty and all natural and cultural resources, <br /> including but not limited to land, water, air, minerals, energy sources, wahi pana, surf spots, <br /> historic sites, and historic structures, and shall promote the development and utilization of these <br /> resources in a manner consistent with their conservation and in furtherance of the self- <br /> sufficiency of the county. All public natural and cultural resources are held in trust by the county <br /> for the benefit of the people"; now, therefore, <br /> 2 <br />
