Communication No. 2019-11 <br />4.1.3 Goal, Objectives, Policies, and Actions <br />Transportation Goal: An efficient, safe, and attractive m ulti - modal transportation system integrated <br />with land use planning that allows movement around and through Kona with minimal reliance on <br />the automobile. <br />jective TRAN - 1: Transportation and Land Use. To organize growth on a regional level in Kona , <br />Ob <br />growt h should be compact and transit - supportive. Compact mixed - use villages along transit routes provide <br />sufficient densities to support transit feasibility and enable people to meet a variety of daily needs within <br />walking distance. <br />Policy TRAN -1 .1: Official Transportation Network Map . The Official Transportation Network Map shall <br />show proposed transit routes, proposed arterials and collectors, and pedestrian/bicycle paths (see Figures <br />4- 2a to 4 - 2d). This map shall designate reco mmend the functional classification of the roadway. The <br />purpose of this map is to show intended interconnections, plan and preserve these corridors, budget public <br />improvements, and provide notice to affected landowners of potential impacts from these projects. As <br />applicable, permit approvals (e.g., rezonings, subdivisions, planned unit developments , plan approvals ) <br />shall commit require the dedication of the rights - of - way and/or improvements of proposed roadways shown <br />on the Official Transportation Map that which traverse through the applicable project area . When a <br />permitted action occurring along proposed roads depicted on the Official Transportation Network Map <br />requires a TIAR, the extent of dedicated rights of way and/or improvements shall be proportionate to the <br />project’s impact. T he extent of reservation and/or improvements shall be proportionate to the project’s <br />impact as determined by the project’s approved TIAR. If the corridor alignment has not been sufficiently <br />studied, the Planning Director has the discretion to determine an appropriate action including realigning or <br />other appropriate feasible alternative prior to the tentative subdivision/plan approval. <br />Action T RAN –1 .1a: Adopt s Official Transportation Network Map (Enacted by plan) . <br />Ac tion TRAN - 1.1b: Update the accuracy of the Official Transportation Network Maps with alignment <br />locations as they are determined through preliminary engineering reports or other plans and/or <br />studies (Figures 4 - 2a and 4 - 2b) (PD, on - going). <br />Policy T RAN - 1. 2 : Trunk Line way (Mid - Level Road) shall function as the <br />trunk transit route connecting Kailua Village with the airport, along which transit - oriented developments <br />(TODs) will be located. As the trunk transit route, there will should be future allowance for a dedicated <br />transit - way within the right - of - way . and the headways will The time interval between vehicles moving in the <br />same direction on the same route should be of the highest lowest amount among all transit routes in Kona <br />(s ee Figure 4 - 2a).
