<br /> <br />DIRECTOR’S INFORMATIONAL REPORT <br />TO THE ENVIRONMENTAL MANAGEMENT COMMISSION <br /> <br />MAY 22, 2019 <br /> <br /> <br />CURRENT LEGISLATION <br /> <br />None. <br /> <br />DIRECTOR’S INFORMATIONAL UPDATES <br /> <br />1. Status of the proposed Pāhala and Nāālehu Wastewater Treatment Plants. ʻ(As the <br />County of Hawaiʻi is being sued in Sandra L. Demoruelle v. Dora Beck et al., Civil No. 18- <br />1-00206, discussion of the Pāhala and Nāālehu projects will be limited.ʻ) <br /> <br />2. Status of the polystyrene ordinance (Ord. 17-63) on food containers and food service <br />ware. <br /> <br />3. Status of the Kealakehe WWTP R-1 Upgrade Project (submitted a grant request to the <br />U.S. Bureau of Reclamation). In addition, the State DOH’s Reuse Guidelines are being <br />provided to the commissioners. <br /> <br />4. Status of proposed bill regarding the EMC’s 45-day review period of legislation. <br /> <br />5. Authority to require private laterals to correct high inflow and infiltration. <br /> <br />6. Clarification on the sump in Kona, which has discharge limits that act as a permit. <br /> <br />7. Corporation Counsel is putting together training for the EMC on the Sunshine Law and <br />how to handle appeals. <br /> <br />SOLID WASTE DIVISION PROJECTS AND UPDATES <br /> <br />1. OPERATIONS <br />A. WEST HAWAI‘I SANITARY LANDFILL <br />The contractor has been performing site work for the scale replacement project. <br />SWD staff met on-site to discuss configuration of the new scale house <br /> <br />B. EQUIPMENT <br />Repair work continues for the backup landfill compactor. This machine is expected <br />to be back on line before the end of May. <br /> <br /> <br />
