Hawai`i County Charter Commission -10 April 25, 2019 <br />(Note: At this time, Director Deanna Sako came forward to address the members <br />of the Commission.) <br />MS. SAKO: Deanna Sako Director of Finance and Lisa Miura our Real Property <br />Tax Administrator is here today. So Lisa can probably handle most of the <br />questions but sure, go ahead. <br />MS. RICE: First of all, the minimum tax was put in as I recall, a few years back. <br />There was no minimum tax. Is that correct? And then it was put in and... or <br />what was the rationale for the minimum tax as far as versus the assessed value of <br />the property? <br />(Note: At this time, Lisa Miura, County Real Property Tax Administrator came <br />forward to address the members of the Commission.) <br />MS. MIURA: So the minimum tax has actually been around for a while. The <br />increase from $100 minimum tax... <br />MS. RICE: Oh, okay. <br />MS. MIURA: to $200 tax was just several years ago and from what I understand <br />because the minimum tax was created years before I came to Real Property, was <br />that it was to get a fair share from everybody because there is a minimal amount <br />that is required to provide services to Hawai`i the residents on the island. <br />MS. SAKO: So one of the logics with that, was that you know, whatever size <br />property you own, it is the real property taxes that pay for all of the services each <br />and every resident receives. Whether it is police protection, fire protection, <br />having ambulances come to your house, you know, the park services, the free zoo, <br />all of that, so that was part of why the minimum tax was implemented, that <br />everyone would pay their fair share, because there are a lot of services on our <br />island that people don't pay for. <br />MS. RICE: Okay. I see. Thank you. <br />CHR. ADAMS: Commissioner Hopkins. <br />MR. HOPKINS: I have actually several questions. First one, you know, you <br />have a copy of my analysis. Were my numbers substantially wrong or were they <br />fairly accu... no big... no large error in the way that the computations were... <br />what I made for an example. I am hoping that I was correct in what I provided to <br />the Charter Commission. <br />Page 33 <br />
