Memo from Deputy Corporation Counsel J Yoshimoto regarding <br />amendments to the Rules of Practice and Procedure of the Board of Ethics <br />and the Hawai'i County Charter and County Code dated February 12, 2019. <br />Mr. Goodenow: There is no action on item c...I guess motion to file the memo...is <br />that what we do J? <br />Mr. Yoshimoto: Yes. <br />Mr. Goodenow: Okay may I have a motion to file the memo from J Yoshimoto. <br />Ms. Sumner -Mack: I so move. <br />Mr. Goodenow: Second? <br />Mr. Robinson: Second. <br />Mr. Goodenow: It's been moved and seconded to file...all those in favor please <br />say aye...any opposed...motion carries four to zero... <br />Motion and Vote: Ms. Sumner -Mack moved to file the memo from J Yoshimoto. Mr. <br />Robinson seconded. All members voted aye. <br />8. DISCUSSION REGARDING AMENDMENTS TO THE RULES OF PRACTICE <br />AND PROCEDURE OF THE BOARD OF ETHICS OF THE COUNTY OF <br />HAWAII. (10:10 a.m.) <br />10:11 a.m. a. Correspondence dated December 4, 2018 from Vice -Chair Goodenow. <br />b. Propose Charter Amendment for 12/12/18 Board of Ethics Meeting. <br />Mr. Goodenow: <br />On the agenda is listed the correspondence from December 4, from <br />the Vice-Chair...and the proposed charter amendments for the <br />12/12/18 Board of Ethics meeting. If I could...start the <br />discussion...you know a letter was never sent transmitting the <br />amendments to the charter...Charter Commission...fortunately my <br />understanding is...is that there's still time to get it before...for <br />them to get it by the March meeting so it can go out to public <br />hearing...and it turned out to be I think a good thing because if you <br />recall...even though we voted to approve the language...I <br />suggested...there was a brief comment about whether we should <br />include the term "employees" in the fine section... and we kind of <br />said...we'll leave it up to the Charter Commission but...after <br />discussing the matter with...Mr. Yoshimoto who wasn't there at <br />that December meeting...I would like to propose that we modify it <br />slightly and I have printed out what I'm proposing...pass it <br />8 <br />
