From: Joel Nakamoto <jnakamoto007@gmail.com> <br />Sent: Monday, June 3, 2019 6:10 PM <br />To: Charter Commission <br />Subject: Testimony In Opposition to CA -26, Draft 3 (Relating to Qualifications for the Director of DPW) <br />To Hawaii County Charter Commission Members, <br />My name is Joel Nakamoto and I am a Hawaii Island resident and a Professional Engineer (PE), licensed to practice in <br />Hawaii and California for the past 20+ years. <br />I am writing to express my opposition to CA -26, Draft 3 as I believe being a licensed professional engineer is an <br />important qualification requirement for the Director of Public Works position and should not be removed. I have read <br />the testimony of my local engineering colleagues and concur with their reasons for maintaining the licensed professional <br />engineer requirement. As such, I will not restate those reasons here. <br />I would, however, like to emphasize the simple fact that there is significant concern from the local engineering <br />community surrounding this amendment, as written. That being said, I believe it prudent for the commission to take the <br />time to consult with the appropriate professional engineering associations in an attempt to discuss the underlying issues <br />and try to come up with alternatives that, to the extent possible, balance all factors for the benefit of the public. I do <br />not believe that pushing this through as is, without considering input from the licensed professional engineering <br />community, is in the public's best interest. <br />Thank you for your consideration and for the opportunity to provide testimony. <br />Sincerely, <br />Joel S.
