WINDWARD PLANNING COMMISSION <br />COUNTY OF HAWAII <br />HEARING TRANSCRIPT <br />MAY 2, 2019 <br />A regularly advertised hearing on the application of SUSAN KIM (SPP 18-000203) was called <br />to order at 10:31 a.m. in the County of Hawaii Aupuni Center Conference Room, 101 Pauahi <br />Street, Hilo, Hawaii with Chairman Joseph Clarkson presiding. <br />COMMISSIONERS PRESENT: Gilbert Aguinaldo, Dean Au, Joseph Clarkson, Thomas <br />Raffipiy, John Replogle. <br />ABSENT & EXCUSED: Donn Dela Cruz. <br />ALSO PRESENT: Michael Yee (Planning Director), Malia Hall (Deputy Corporation Counsel <br />for the Windward Planning Commission), Jeff Darrow (Planning Program Manager), Maija <br />Jackson (Planner), Christian Kay (Planner), Jessica Andrews (Planner), and Sarah Hata-Finley <br />(Commission Secretary). <br />And 6 members from the public in attendance. <br />APPLICANT: SUSAN KIM (SPP 18-000203) <br />Application for a Special Permit to establish a one -bedroom bed and breakfast operation within <br />an existing two-bedroom dwelling on 0.65 acres of land situated in the State Land Use <br />Agricultural District. The subject property is located at 15-921 Paradise Ala Kai, approximately <br />0.4 miles from the intersection with Beach Road, Hawaiian Paradise Park Subdivision, Kea`au, <br />Hawaii, TMK: (3) 1-5-057:087. <br />CLARKSON: The next item on the agenda is an application from Susan Kim for a Special <br />Permit to establish a one -bedroom B&B. <br />ANDREWS: Okay, hi, I'm Jessica. I'm presenting Susan Kim's application. This is Special <br />Permit application SPP 18-203. <br />The location map shows the subject property is in Hawaiian Paradise Park. It's outlined in red <br />here. The Applicant is requesting a Special Permit to establish a one -bedroom bed and breakfast <br />operation in an existing two-bedroom home. The Applicant intends to live in the existing master <br />bedroom while hosting guests in the second bedroom. The Applicant's objective is to provide <br />alternative accommodations for visitors to the Island of Hawaii. <br />The zoning map here shows that the subject property outlined in red is Ag — 1 acre, and the State <br />Land Boundary, its designated Agricultural. On the LUPAG Map, it's designated as Open. <br />Again, the subject property outlined in red here.
