CALL TO ORDER <br /> <br /> Chair Bennett called the meeting to order at 9:07 a.m. and said he was informed that <br />Commissioners Gaffney and Fulton would be late due to a detour on the highway caused by <br />an accident. He said he was changing the agenda to start with his presentation on the R-1 <br />upgrade. <br /> <br />5. NEW BUSINESS <br /> <br />b.
