Sewer users who have been charged for sewer services pursuant to section 21-29, may ask for a remission of such charges to the extent and in the manner set forth herein: (1) The user establishes and the director determines that the user is entitled to an adjustment in water consumption totals. (2) Any application for such adjustment must be made with the director within one year of the alleged error in determination of water consumption totals.
